Joint Public-Private Safety Inspection of 53 Large Outdoor Advertisements Including Rooftop Signs in the Area Until the 27th... Checking Structural Safety and Risks of Collapse or Cracks in Preparation for Winter Cold Waves and Heavy Snowfall
[Asia Economy Reporter Jong-il Park] Yeongdeungpo-gu (District Mayor Chae Hyun-il) has been conducting a joint public-private safety inspection on 53 outdoor advertising installations in the area since the 16th, in preparation for the winter season.
The outdoor advertisements subject to this safety inspection include large-scale advertisements such as rooftop signs on buildings. Due to their constant exposure outdoors, they are vulnerable to weather changes as well as disasters such as lightning strikes, heavy rain, and typhoons. There is a persistent risk of safety accidents such as falling or overturning caused by ground subsidence or corrosion and damage to the structures.
Since the risk of such accidents increases during winter due to cold waves and heavy snowfall, the district is taking steps to prevent safety accidents and protect the lives and safety of residents by removing risk factors in advance through safety inspections of large advertisements.
This large advertisement safety inspection is being conducted jointly by Yeongdeungpo-gu and two organizations, including the Seoul Outdoor Advertising Association.
The inspection team visits the sites to check the condition of the facilities subject to inspection, receives drawings, and reviews whether they match the design documents and permits, checking for unauthorized changes in structure or specifications.
The inspection items also include ▲ compliance with laws and regulations ▲ materials used ▲ condition of foundation parts, components, and welding joints ▲ electrical equipment ▲ whether it causes traffic obstruction ▲ changes after strong winds, heavy rain, or heavy snow ▲ and other factors affecting safety, aesthetics, and living environment.
In particular, they thoroughly check for risks of collapse or cracks and focus on confirming whether the structures can withstand temperature changes during the winter season.
Minor issues requiring repair or reinforcement found during the inspection will be corrected on-site, while facilities with a high risk of accidents will receive emergency measures, followed by a correction order to the managing entity and a re-inspection to remove risk factors before the full onset of winter.
Advertisers (building owners) who fail to comply will be subject to enforcement fines according to Article 10 of the Outdoor Advertising Management Act, and administrative measures will be taken until compliance is achieved.
The safety inspection is scheduled to be completed by the 27th, but the district plans to continue regular safety inspections of outdoor advertisements in accordance with the strengthened Seoul city safety management policies.
