[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Nam-gu, Gwangju Metropolitan City (District Mayor Kim Byeong-nae) announced on the 16th that it has selected outstanding public officials for proactive administration in the second half of the year who contributed to creating public interest and improving unreasonable systems during the course of their work.
The seven public officials selected as outstanding proactive administrators are those who actively carried out their duties to resolve various deepening civil complaints amid rapidly changing administrative environments, enhance residents' rights, and eliminate the gap between the field and administration.
First, Jeong Hyun-ja (Grade 6, Audit Officer) was recognized for discovering and promoting various policies to create a transparent and clean public service culture and prevent public corruption in advance, receiving the grand prize.
She held the ‘2020 Integrity Live Performance’ for senior officials of Grade 5 and above and new public officials, and operated the ‘Clean Allowance System’ to raise awareness about improper receipt of overtime pay and travel expenses, thereby inducing voluntary participation from internal members of the public service community and contributing to making a Clean Nam-gu.
Lee Eun-jeong (Grade 7, Welfare Policy Division) and Kang Seong-uk (Grade 7, Architecture Division), who won the excellence award, were highly evaluated for respectively resolving chronic complaints through sponsor discovery and establishing protective measures to prevent damages to members of local housing cooperatives.
Officer Lee Eun-jeong addressed the chronic complaints related to support for rooftop waterproofing work demanded continuously by residents of apartment complexes with fewer than 20 households. Since the current law requires support for complexes with 20 or more households, she sought sponsors to resolve the issue.
Additionally, in response to vulnerable residents such as elderly living alone in the district complaining of COVID-19-related depression symptoms, she distributed bean sprout kits to help restore psychological stability, receiving great response.
Officer Kang Seong-uk focused on the problem where local housing cooperative members who cancel their apartments after joining due to prolonged projects pay an excessive penalty of 10% of the sale price. He contributed to establishing protective measures for withdrawing members by changing the penalty basis from the sale price to 10% of the amount paid.
Furthermore, Song Mi (Grade 8, Innovation Policy Division) and Kim Su-mi (Grade 8, Civil Service Division) received encouragement awards for providing public jobs to unemployed people facing livelihood difficulties due to COVID-19 and innovating civil administrative services by deploying dedicated guides and operating counters considerate of socially vulnerable groups.
Jang Gil-hwan (Grade 8, Cleaning Administration Division) and Lee Young-sook (Grade 6, Health Promotion Division) contributed to smooth processing of large waste and activation of resource recycling, and discovered non-face-to-face health promotion programs such as ‘Home Training during Stay-at-Home’ in the COVID-19 era, thereby contributing to residents’ physical activity promotion and receiving encouragement awards.
A Nam-gu official said, “We will continue to promote innovation and proactive administration by providing incentives such as special promotions and special salary increases so that district office public officials can carry out their duties with a responsible attitude.”
