"Safe Data Utilization, Digital New Deal Success"…Personal Information Protection Commission-Korea Ministry of Science and ICT Business Agreement Yoon Jong-in, Chairman of the Personal Information Protection Commission

[Asia Economy Reporter Kim Heung-soon] The Personal Information Protection Commission and the Ministry of Science and ICT signed a Memorandum of Understanding (MOU) on the 13th to create a safe data utilization environment and successfully promote the Digital New Deal policy.


The two organizations agreed to cooperate on seven tasks, including ▲ strengthening personal information protection related to the construction of AI training data ▲ joint response to personal information breach incidents ▲ development of personal information protection technologies and workforce training ▲ support for personal information protection for small and medium-sized enterprises ▲ and establishing a cooperative system for safe data utilization.


First, they plan to collaborate to ensure that the basic principles of personal information protection are reflected throughout the entire process, from preparing standards for AI training data by sector to verifying AI training data.


Additionally, to effectively respond to personal information leaks caused by cyber incidents such as hacking, they will establish a "breach incident hotline" and strengthen collaboration throughout the entire process, including incident investigation, analysis, and victim support. In the event of a major large-scale personal information leak, they plan to operate a joint response system integrating the civil-government joint investigation team led by the Ministry of Science and ICT and the government joint response team led by the Personal Information Protection Commission.


Furthermore, they will strengthen cooperation for the development of personal information protection technologies such as pseudonymization and research and development (R&D), promote training of personal information protection experts using regional information protection centers, and enhance personal information protection for small and medium-sized enterprises. To gather opinions on institutional improvements related to pseudonymized information processing, data utilization, and integration, they also plan to form a civil-government joint consultative body co-hosted by the two organizations.


Yoon Jong-in, Chairperson of the Personal Information Protection Commission, said, "The core premise for the success of the data economy is the public's trust in personal information protection," adding, "I hope this agreement will be a starting point for building a safe data ecosystem and an opportunity to secure public trust in safe data utilization."


Choi Ki-young, Minister of Science and ICT, said, "The success of the Digital New Deal can never be realized without a safe data utilization environment," and added, "I hope this agreement will be the starting point for South Korea to emerge as a leading digital economy country that utilizes data best in the world."
