"Exploring Measures to Improve the Quality of Local Governments and Autonomous Regulations for Decentralization"

[Asia Economy Reporter Moon Chaeseok] On the 30th, the Ministry of Government Legislation announced that it held the "1st Regional Autonomous Legislation Capacity Development Meeting" with autonomous legislation officers from seven regions including Chungcheongbuk-do.
The meeting was attended by officers from seven regions including Chungbuk, Chungcheongnam-do, Jeollabuk-do, Jeollanam-do, Gwangju, Daejeon, and Sejong.
Autonomous legislation officers from local governments, local councils, and education offices discussed ways to improve the quality of autonomous regulations to realize local autonomy.
Through the meeting, the Ministry of Government Legislation stated that it strengthened the legislative capacity of local governments to realize decentralization and rule of law administration, and shared information related to autonomous legislative responses and legal interpretation systems to overcome COVID-19.
Since 2011, the Ministry of Government Legislation has been working to strengthen the legislative capacity of local governments by providing opinions on legal issues of autonomous regulations, supporting the improvement of unreasonable autonomous regulations, and offering legislative consulting, as autonomous regulations such as ordinances increasingly impact citizens' lives.
At the meeting, the Ministry provided tailored legislative consulting on the improvement of unreasonable autonomous regulations for local regulatory innovation and on delegated ordinances that must be established mandatorily under legal delegation.
It also introduced autonomous legislative response measures to overcome COVID-19 and discussed legislative cooperation plans to strengthen decentralization and develop autonomous legislation support systems.
Participants shared their experiences using the Ministry’s autonomous legislation support projects and requested enhanced collaboration with the Ministry of Government Legislation and related central administrative agencies in legal maintenance and ordinance enactment and revision.
The Ministry of Government Legislation stated, "We will do our best to support the improvement of the quality of autonomous regulations so that local governments can realize practical local autonomy and actively serve residents."
