Hampyeong-gun Eases Criteria for 'Emergency Livelihood Support Fund for Vulnerable Households'

[Hampyeong=Asia Economy Honam Reporting Headquarters, Reporter Yoon Jamin] Hampyeong-gun, Jeollanam-do, is easing the criteria for the ‘Emergency Livelihood Support Fund for Vulnerable Households’ and extending the application period by one week.


On the 29th, Hampyeong-gun announced that it will extend the deadline for applications for the emergency livelihood support fund, which is provided to low-income vulnerable households whose income has decreased due to the impact of COVID-19, until the 6th of next month.


This decision was made following the government’s plan to significantly relax the support requirements and simplify the application procedures due to the support application rate being far below expectations.


According to this change plan, additional types of crisis reasons for emergency livelihood support eligibility have been added.


Originally, the criteria applied to households with ‘income reduction of 25% or more,’ but it has been relaxed to ‘vulnerable households with income reduction, etc.,’ allowing those whose earned income and business income (sales) have decreased compared to before COVID-19 to also apply.


Additionally, those whose income reduction is due to a change in income type, such as a business owner becoming an earned income worker or an earned income worker becoming a business income earner, are also included in this application target.


The application documents have also been simplified. If objective materials that can verify income information, such as bank transaction statements, are submitted, applications can be made without a separate income reduction declaration form.


For daily workers and small-scale self-employed persons who cannot objectively prove income reduction, applications can be made with a self-declaration of income reduction.


However, the conditions of being below 75% of the median income (3,562,000 KRW for a household of four) and having assets below 350 million KRW (300 million KRW for rural areas) remain the same as before.


Households that have received basic livelihood security benefits, national emergency welfare, or other COVID-19 damage support programs are also excluded from support as before.


Applications can be made both online and offline until the 6th of next month.


On-site applications can only be made by the head of the household at the local town or township office of the applicant’s address, while online applications can be made by the head of the household, household members, or representatives.


The support amounts are ▲400,000 KRW for single-person households ▲600,000 KRW for two-person households ▲800,000 KRW for three-person households ▲1,000,000 KRW for households of four or more.


The county plans to review each household’s asset and income status through the submitted income reduction evidence documents and then provide the emergency livelihood support fund in a lump sum starting from the end of next month.
