Establishment of Gimcheon City Informatization Plan for 2021-2025 Over Five Years
[Asia Economy Yeongnam Reporting Headquarters, Reporter Park Dong-wook] Gimcheon City announced on the 29th that it will strengthen informatization education, enabling local citizens to receive customized education at various levels in specialized fields ranging from video or blog production at universities or academies to graphics and computerized accounting.
Along with this, informatization specialists will be assigned to rural villages to provide one-on-one education tailored to residents' needs, and the existing integrated control center will be expanded and reorganized into a smart city integrated platform to ensure residents' safety.
On the 28th, Gimcheon City announced its informatization plan for 2021?2025, a five-year plan aimed at bridging the digital divide among citizens. The plan covers all sectors including administration, industry, culture, tourism, and education, drawing significant attention.
According to the plan, Gimcheon City will support customized informatization education by class, age, and level for all citizens by signing 'Informatization Education Consignment Agreements' with specialized educational institutions such as universities and academies within the city, allowing individuals to take up to two courses each.
Last year, Gimcheon City provided free informatization education to 455 people annually and plans to increase the related budget each year based on citizens' responses. Additionally, in connection with this project, seven local informatization instructors will be assigned to community centers and senior citizens' associations to conduct outreach informatization programs from May to November.
Transition to an Untact Society... Establishment of a Mobile Citizen Communication App
Smart Village Notice System, Convenient and Rapid Village Broadcasting
In preparation for the post-COVID-19 era, Gimcheon City plans to establish a 'Mobile Citizen Communication App' by the end of this year to promote efficient non-face-to-face administrative services. This app allows town and village chiefs to easily check official documents and various notices anytime and anywhere via smartphones without having to visit administrative offices.
Gimcheon City also plans to enhance the 'Happy Together Gimcheon' system, which improves upon the 'Smart Village Notice System' that began full service last October.
The existing 'Smart Village Notice System' enables administrators (town and village chiefs) to send notices to village halls anytime and anywhere via their mobile phones without physically visiting. Currently, 568 administrative districts and approximately 25,000 households use this system. Gimcheon City plans to more than double the usage rate to cover all 56,000 households in the town and village districts by next year.

Continued Expansion of Public Wi-Fi Services
Smart City Integrated Platform... Safety Network Linkage and Integration
Gimcheon City currently operates public Wi-Fi at 103 public locations and on 30 city buses, and plans to continuously expand this service by installing Wi-Fi on an additional 45 buses this year.
Additionally, selected in 2019 for the integrated platform foundation project, Gimcheon City will invest a total of 1.38 billion KRW, including 600 million KRW in national funds, to expand and reorganize the existing integrated control center into a smart city integrated platform. Once established, this platform will enable organic cooperation and rapid response among related agencies such as the police and fire departments.
The project to organize a living safety network through integrated CCTV linkage will also continue. Currently, about 1,650 CCTVs are monitored at the integrated control center. Gimcheon City has completed linkage of CCTV systems for illegal parking enforcement, disaster river monitoring, forest fire surveillance, and illegal waste disposal. In response to social changes such as population decline, the city plans to implement more detailed and refined monitoring programs to enhance personal safety measures.
Kim Choong-seop, Mayor of Gimcheon City, stated, "Building a local informatization infrastructure is essential not only for citizens' happiness but also for improving quality of life related to safety. We will strive even harder to provide information services that leave no citizen behind in the untact culture of the post-COVID-19 era."
