At the National Defense Committee's audit held at the National Assembly that day, when People's Power lawmaker Han Ki-ho asked for his opinion on China's claim that "the Korean War was a Chinese invasion conspiracy instigated by then-President Rhee Syngman," Seo replied, "It was a clear southern invasion, and it was carried out under the orders of Stalin and Mao Zedong."


When asked, "Would the Republic of Korea exist today if the United Nations forces had not participated?" he said, "I believe the country, which was on the brink of collapse, was saved by the intervention of the UN forces."


Regarding recent remarks by Chinese President Xi Jinping (習近平) that "the great War to Resist U.S. Aggression and Aid Korea suppressed imperialist invasion and expansion, stabilized the situation on the Korean Peninsula, and protected peace in Asia and the world," Seo clearly stated, "I do not agree."


In response to the criticism that "the ROK-US alliance is shaking," Minister Seo said, "I have never thought about breaking the ROK-US alliance," and added, "I hope you understand it as a process of mutual coordination through consultative bodies within the ROK-US alliance."
