[Asia Economy Yeongnam Reporting Headquarters, Reporter Kim Yong-woo] The Busan Metropolitan Office of Education (Superintendent Kim Seok-jun) announced on the 23rd the selection of 29 candidates for promotion to Grade 5 public officials for next year.


The promotion candidates by job series are 22 in Educational Administration, 5 in Librarianship, 1 in Computer Science, and 1 in Engineering. After competency evaluations, their promotion was determined by combining 70% of the promotion candidate list score and 30% of the competency evaluation score.


The Office of Education has been operating a competency evaluation system since 2017 to establish a public service culture where capable and qualified diligent public officials can be promoted, and to strengthen employee capabilities and organizational competitiveness.


The competency evaluation consisted of work performance and interviews (role-playing), multi-faceted and integrity evaluations in the core competencies required for section chiefs: ‘Customer Satisfaction,’ ‘Problem Solving,’ ‘Change Leadership,’ ‘Performance Management,’ and ‘Communication and Cooperation.’


Starting this year, to focus on competency development beyond short-term selection, the existing written (planning ability) evaluation was converted into a ‘Basic Completion System for Planning Ability Enhancement,’ and only candidates who met the completion criteria were given the opportunity to take the competency evaluation.


From May to June, six training sessions were conducted for 73 applicants covering methods to improve planning ability, planning report writing, practice, and feedback. Among them, 67 met the completion criteria and thus gained the opportunity to take the competency evaluation for two years, including this year.


Additionally, a ‘Multi-faceted and Integrity Evaluation’ was introduced to measure the candidates’ diligence, ethical awareness, work execution ability, respect and consideration, and negotiation and coordination skills, which were reflected in the competency evaluation.


The selected promotion candidates will undergo training at the Central Education Training Institute for four weeks from November 9 to December 4, and starting January 1 next year, they will be promoted and appointed to Grade 5 whenever vacancies occur during the one-year period.
