Legislative Notice on Partial Amendment of the Enforcement Decree and Enforcement Rules of the Property Management Act
[Asia Economy Reporter Lee Kwang-ho] On the 23rd, the Ministry of Economy and Finance announced the legislative notice of the 'Partial Amendment to the Enforcement Decree and Enforcement Rules of the Property Management Act,' which mainly establishes the basis for the free transfer of innovative products.
Currently, when central government ministries want to transfer unused items free of charge to local governments or others, they must first go through a complicated procedure of inquiring about the intention to use from other central government ministries.
This amendment aims to omit the inquiry procedure for central government ministries regarding the intention to use for innovative products that have completed pilot use, and to establish the basis for directly transferring them free of charge to the local governments or public institutions that originally conducted the pilot use.
Accordingly, local governments and public institutions will be able to fully acquire ownership of the innovative products they piloted, just like central government ministries, and continue to use and manage them, which is expected to further activate the 'Innovative Product Pilot Purchase Project' promoted across the government since last year.
The Ministry of Economy and Finance plans to collect opinions from the general public and related organizations on this amendment, and after going through the Cabinet meeting, implement it within this year.
