[Asia Economy Reporter Park Jong-il] On September 16, Jo Young-hoon, chairman of the Seoul Jung-gu Council, who was elected as the chairman of the National Association of City, County, and District Council Chairpersons, held an inauguration ceremony on the 20th at the Jung-gu Community Center Auditorium in Seoul.


Previously, Jo Young-hoon was also elected as the chairman of the Seoul City Council Chairpersons Association, making him the first in the history of the Jung-gu Council to serve as both the chairman of the Seoul City Council Chairpersons Association and the National Association of City, County, and District Council Chairpersons.


At the inauguration ceremony, representatives from city and provincial associations nationwide, Kim Soon-eun, Chairperson of the Presidential Committee on Local Autonomy, Song Young-gil, Chairperson of the National Assembly Foreign Affairs and Unification Committee, Kim In-ho, Chairman of the Seoul Metropolitan Council, Seo Yang-ho, Mayor of Jung-gu, the chairpersons of the Seoul City Council Chairpersons Association, and heads of local professional organizations attended to share in the joyous occasion.


Lee Nak-yeon, leader of the Democratic Party of Korea, and Chung Sye-kyun, Prime Minister, who could not attend due to the national audit, sent their regards via congratulatory messages.


The inauguration ceremony was held with a minimized number of attendees due to concerns over the spread of COVID-19.


Additionally, awards were presented to council members who demonstrated outstanding legislative activities. Former chairman Kang Pil-gu, who led the 8th first half city and provincial representatives meeting, received a plaque of merit, and nine council members from Seoul’s autonomous district councils, including Go Mun-sik of the Jung-gu Council, were awarded the Legislative Service Award.


In his inaugural speech, Jo Young-hoon, chairman of the National Association of City, County, and District Council Chairpersons, stated, “With pride in representing 226 basic councils nationwide, I will do my best to successfully lead the association and contribute to the development of local autonomy and the enhancement of the status of basic councils.”


Earlier in the morning, the 228th National City and Provincial Representatives Meeting was held at the small auditorium of the Jung-gu Community Center, where the newly formed executive committee received appointment plaques, and key agenda items such as the proposal for the permanent enactment of the Special Act on Development Support for Abandoned Mining Areas were adopted, providing an opportunity to explore directions for the advancement of local legislative affairs together.
