[Asia Economy Reporter Hana Na] "The perpetrator of school violence is currently receiving training at the Central Police Academy. If a criminal who bullied classmates becomes a police officer, it will cause harm to the public," a public petition appeal was posted on the 8th of last month. In response, the Central Police Academy stated that it cannot impose disciplinary actions such as expulsion based solely on the content of the post.


The petitioner posted a petition titled "Please prevent school violence criminals from becoming police officers!" and listed the school violence experiences of anonymous victims A and B, describing the criminal acts of perpetrator C.


Victim A suffered school violence from C, who is currently a trainee at the Central Police Academy, for a total of four years from the third year of middle school to the first year of high school.


C kicked A in the male groin and laughed while assaulting him, assaulted him in the school locker room and bathroom during breaks (striking the solar plexus and cheeks), and threatened him by holding a lighter close to his body, revealing specific details of the school violence.


In addition to assault, C committed home intrusion and confinement, entering A’s house daily, ordering him to cook ramen, consuming food in the house, and using violence if refused. C also confined victims A and B on the veranda and deliberately spilled ramen on the floor, saying he would go home and that they should clean it up themselves.


The petitioner stated, "The perpetrator has never been properly punished."


They added, "Just recalling the victimization to write this post is painful," and expressed concern that "a school violence criminal hiding their past becoming a police officer responsible for public safety is worrisome."


Currently in their mid-20s, the victims were middle school classmates. C partially admitted to the school violence during a meeting with the school. He reportedly said, "I hit A during my immature middle school days. I regret it. But later, during high school and when preparing for the police exam, we got along fine. I’m surprised that suddenly a post was made on the Blue House bulletin board."


The Central Police Academy’s position is that it cannot discipline B based solely on the content of the post.


A representative of the Central Police Academy also met with A and informed him that he could file a complaint against C if he wished, but no complaint has been filed yet.


A school official stated, "According to school regulations, incidents that occurred before admission can be disciplined only after investigation and prosecution. If A files a complaint against B and it leads to prosecution, we will take action according to the regulations."
