410,000 Government System Hacking Attempts Over 5 Years... Targeting National Tax Service, Public Procurement Service, and More

110,276 Hacking Attempts from China... 9,688 Attacks on National Tax Service in 5 Years

[Asia Economy Reporter Kwangho Lee] It has been revealed that there were 410,000 hacking attempts targeting major government systems over the past five years.


On the 7th, Kim Taeheum, a member of the People Power Party belonging to the National Assembly's Planning and Finance Committee, received data titled 'Status of Cyber Attacks Targeting Affiliated Systems' from the Ministry of Strategy and Finance, National Tax Service, and Public Procurement Service. According to the data, from 2016 to August of this year, a total of 410,140 hacking attempts were made against major government systems over 4 years and 8 months.


By year, hacking attempts surged as follows: 53,550 in 2016, 62,532 in 2017, 94,980 in 2018, and 124,754 in 2019.


This year alone, 74,324 attempts occurred up to August.


The country that attempted hacking against government systems the most was China, accounting for 27.9% or 114,276 cases. The United States followed with 16.7%, or 68,361 cases.


Hacking attempts originating domestically also reached 36,424 cases (8.9%).


Among attack types, information leakage was the most common at 40.1%, followed by website defacement (16.1%), information gathering (15.9%), and system privilege acquisition (11.9%).


By targeted institution, attacks on the National Tax Service system, which holds tax information of all citizens, totaled 9,688 cases over five years. Notably, hacking attempts on the National Tax Service surged from 1,398 cases in 2016 to 3,265 cases as of August this year.


The Public Procurement Service, which handles procurement transactions worth over 100 trillion won, also experienced 8,907 hacking attempts in the past five years, increasing from 740 cases in 2016 to 1,861 cases up to August this year.


The Ministry of Strategy and Finance system also faced over 800 attacks this year alone.


Representative Kim said, "As hacking attempts on key national systems rapidly increase, government financial data and citizens' personal information are under threat. We must prepare thoroughly to prevent even a single incident through strict hacking prevention and system monitoring."
