[Asia Economy Reporter Lee Gwan-joo] Former Future United Party (now People Power Party) lawmaker Min Kyung-wook was reported to the police by the civic group Anti-Corruption National Participation Solidarity for defamation after referring to Police Commissioner Kim Chang-ryong as the "leader of a dog pack" on social networking services (SNS).
Shin Seung-mok, head of the Anti-Corruption National Participation Solidarity, stated on the 27th, "He publicly insulted the Commissioner of the Republic of Korea Police, who vowed to strictly exercise public authority according to law and principles against illegal assemblies and protests for the safety and public order of the people, by calling him the 'leader of a dog pack.' He also insulted the 150,000 Korean police officers who are devoted under harsh conditions by calling them a 'dog pack.' We have filed a complaint with the police for defamation."
Shin added, "Although the police, as a state institution, cannot be subject to defamation charges, the important point is that even though he served as a representative of the people as a member of the National Assembly, he openly insulted the 150,000 Korean police officers by calling them a 'dog pack.' This is not only an insult to the police but also to their families and the Korean people watching this," and said, "We hope Commissioner Kim will express his intention to punish this to prevent the morale decline of the 150,000 police officers."
Shin also said, "We have filed the complaint in response to the wishes of the 150,000 Korean police officers, their families, and many citizens who hope for the strictest punishment allowed by law," and added, "We will also proceed with a civil lawsuit seeking damages against former lawmaker Min."
Former lawmaker Min posted on Facebook the day before, sharing another post and saying, "The police commissioner's license will not be canceled just because he says it will be; ultimately, it will be decided through a trial before a judge." He added, "Since we have brought a judge here, Kim Chang-ryong, leader of the dog pack, kneel down and listen carefully." This appears to be aimed at Commissioner Kim, who recently announced strong measures such as license cancellation or suspension against the conservative groups' planned 'Drive-Thru' rally on National Foundation Day. Currently, the phrase "Kim Chang-ryong leader of the dog pack" has been corrected to "Police Commissioner Kim Chang-ryong."
