[Asia Economy New York=Correspondent Baek Jong-min] The U.S. State Department evaluated North Korean Supreme Leader Kim Jong-un's rare public apology regarding the incident in which a South Korean government official was shot dead in the West Sea as a "helpful measure." U.S. experts on North Korea expressed cautious views on North Korea's notification.


On the 25th (local time), a State Department spokesperson responded in writing to Asia Economy's inquiry about Kim's apology, saying, "We are aware that North Korea has apologized and provided an explanation to South Korea." Earlier, Kim sent a notification to the South, expressing his apology by saying, "I am deeply sorry."


Although the State Department did not specify the details of the "helpful measure," it appears to appreciate Kim's rare public apology and implies that it could prevent deterioration not only in inter-Korean relations but also in North Korea-U.S. relations.


With the U.S. presidential election just over 40 days away, the U.S. views this incident as potentially having a negative impact not only on inter-Korean tensions but also on North Korea-U.S. relations. In U.S. circles, there are ongoing predictions that North Korea may conduct a show of force timed with the founding anniversary of the Workers' Party of Korea on the 10th of next month. This could pose a significant burden on President Donald Trump, who is seeking re-election by touting diplomatic achievements such as halting North Korea's nuclear weapons development and long-range missile launches.


The State Department's evaluation of the "helpful measure" can be interpreted as reflecting these concerns.


Experts are focusing on the background behind North Korea's swift apology. Harry Kazianis, director of the Center for the National Interest, a U.S. think tank, assessed Kim's apology as a result of concerns over rising anti-North sentiment within South Korea. He mentioned North Korea's economic sanctions, typhoon damage, and the risk of COVID-19, noting that Kim is facing tremendous pressure.


Regarding Kim's apology, he said, "It was the only smart and cautious thing he could do," adding, "This does not mean we can forgive what North Korea has done, but it shows another side of Kim Jong-un."


Bruce Klingner, senior research fellow at the Heritage Foundation, expressed a cautious stance on North Korea's apology, including Kim's, stating that "more proactive measures from Pyongyang will be necessary."
