[Asia Economy Honam Reporting Headquarters Reporter Kim Tae-in] On the 24th, Democratic Party of Korea lawmaker Ahn Ho-young (Wanju·Jinan·Muju·Jangsu) officially proposed the "Partial Amendment to the Framework Act on Environmental Policy," which requires approval from the Minister of Environment when cities, counties, or districts establish or modify environmental plans.
The Framework Act on Environmental Policy aims to clarify the rights and obligations of citizens regarding environmental conservation and the responsibilities of the state, establish the basic matters of environmental policy to prevent environmental pollution and damage, and properly manage and conserve the environment so that all citizens can enjoy a healthy and pleasant life.
Furthermore, the state has the duty to establish and implement environmental conservation plans, and local governments have the duty to establish and implement their plans according to the national environmental conservation plan.
However, under the current law, there is no procedure for local governments to review whether the national comprehensive environmental plan is reflected or to examine the necessary requirements prioritized in the logical system between land and environmental plans when establishing environmental plans.
Accordingly, lawmaker Ahn Ho-young included in the bill provisions such as ▲establishing an approval procedure by the Minister of Environment when establishing or modifying city/provincial environmental conservation plans ▲delegating the basis for standards and methods for local government environmental plan establishment to the Ministry of Environment's ordinances.
