Jeju Mobilizes All Efforts to Protect 'Clean Jeju, Safe Tourism' Ahead of Chuseok Holiday


[Jeju=Asia Economy Honam Reporting Headquarters, Reporter Park Chang-won] Jeju Special Self-Governing Province expects about 300,000 people to visit Jeju during the upcoming Chuseok holiday and the extended holiday period (9.26~10.4). The province has designated this period as a special intensive quarantine management period and will implement high-intensity quarantine measures.


On the 23rd, Jeju Province announced that it will activate the ‘Jeju-style Special Entry Procedure Season 3’ starting September 26, which mainly involves administrative measures mandating COVID-19 diagnostic testing for those showing fever symptoms.


This measure is essentially based on the fact that the start of this Chuseok holiday is from September 26, and there is a high possibility of additional infections due to the sharp increase in population movement inside and outside the province before and after Chuseok.


Won Hee-ryong, Governor of Jeju Special Self-Governing Province, presided over the weekly policy coordination meeting on the 21st and stated, “Since this is a serious situation that could trigger a COVID-19 pandemic surpassing the levels of the May Golden Holiday and the August Liberation Day holiday, we must maintain vigilance and prepare thoroughly without any gaps.”


The province will first mandate all visitors entering Jeju through airports and harbors to comply with quarantine rules during their stay in Jeju and will apply administrative measures imposing strong penalties for violations.


Accordingly, from September 26 to October 4, all visitors entering through airports and harbors must comply with quarantine rules such as wearing masks during their stay in Jeju.


Even if symptoms such as fever or other suspected COVID-19 symptoms appear while traveling after arrival, visitors must stop going out and consult medical institutions such as local public health centers and screening clinics before visiting and undergo medical examination by healthcare professionals.


If the mandatory compliance with quarantine rules is violated, a fine of up to 3 million KRW will be imposed according to Article 80, Clause 7 of the Infectious Disease Prevention and Control Act. In case of confirmed cases later, the province plans to claim compensation for quarantine costs incurred due to violations, including testing, investigation, and treatment expenses.


Visitors with fever symptoms of 37.5°C or higher must undergo mandatory COVID-19 diagnostic testing according to the instructions of the provincial quarantine authorities and must undergo mandatory isolation at a residence or reserved accommodation prepared within the province until the test results are confirmed.


The enforcement period is from September 26 until October 11, when the National Foundation Day holiday ends, and it is a sunset provision that will automatically expire unless otherwise announced.


Violations of special administrative measures may result in imprisonment of up to one year or a fine of up to 10 million KRW according to Article 79, Clause 3 of the Infectious Disease Prevention and Control Act for those who refuse isolation measures.


Meanwhile, Jeju Province announced eight key execution directions for the second half of the year’s Jeju-style COVID-19 quarantine to protect clean Jeju and residents’ health amid the prolonged COVID-19 situation.


The slogan is ‘Quarantine OK, Residents SAFE, COVID-19 OUT.’ It reflects the will to safely protect residents’ health through customized quarantine measures considering Jeju’s characteristics and to overcome COVID-19 early.

Jeju Province plans to maintain the current Jeju-style social distancing level 2 but will promote high-intensity customized quarantine measures through selection and concentration among related departments considering Jeju’s characteristics.
