'Partial Amendment to the Enforcement Decree of the Procurement Business Act' Approved at the Cabinet Meeting
[Asia Economy Reporter Jusangdon] A Procurement Policy Deliberation Committee, serving as a mid- to long-term policy control tower for the public procurement sector, will be newly established. Additionally, the types of innovative products will be expanded.
The government reviewed and approved the draft of the entire revision of the Enforcement Decree of the 'Procurement Business Act' at the 48th Cabinet meeting held on the 22nd. This revision reflects matters delegated to the enforcement decree from the 'Procurement Business Act' amended on March 31 of this year.
The Policy Deliberation Committee will be chaired by the Minister of Strategy and Finance and composed of government members such as the Vice Ministers of the Ministry of Science and ICT and the Ministry of the Interior and Safety, as well as private experts from various fields. It will set mid- to long-term procurement policy directions, designate and evaluate innovative products, and promote major policy issues and institutional improvements related to procurement.
To meet the diverse demands of demand agencies, the Public Procurement Service will introduce a 'Catalog Contract System' where contracts are made in the form of catalogs, and demand agencies specify products for procurement. Accordingly, demand agencies will be able to quickly receive customized products or services by negotiating specifications and prices with companies presenting catalogs without separate bidding procedures.
Furthermore, the types of innovative products have been expanded from existing research and development (R&D) outcomes and pre-commercial prototypes to include other products recognized for public value and innovation. As a result, the public sector can purchase a variety of innovative products and improve public services through them. The innovative product designation procedures, previously conducted individually by each ministry, will be unified to undergo final review by the Procurement Policy Deliberation Committee.
The revised enforcement decree is scheduled to take effect from the 1st of next month.
An official from the Ministry of Strategy and Finance stated, "Through the Procurement Policy Deliberation Committee, it will be possible to establish more systematic and mid- to long-term procurement policies, and flexibility in contract systems capable of responding to rapid environmental changes will be enhanced through catalog contracts, etc. We expect this to contribute to innovative growth by expanding types of innovative products and support for startups and venture companies."
