Gwanak-gu 'CCTV LED Guide Board' Reliable Nighttime Walking Navigator


[Asia Economy Reporter Jongil Park] Gwanak-gu (Mayor Park Junhee) has installed ‘CCTV and Emergency Bell LED Signboards’ on women’s safe return paths, dark walkways, parks, and other locations to prevent crime and build a safe city infrastructure.


The newly installed LED signboards utilize CPTED (Crime Prevention Through Environmental Design) and feature two flashing colors for the guidance text: yellow (normal) and red (emergency), serving as a guide for nighttime pedestrians even in dark areas without streetlights.


CPTED refers to a crime prevention environmental design technique that improves the design of vulnerable areas to psychologically and physically block crime opportunities and provide psychological safety to local residents.


Through this, visibility is secured even in dark places at night, suppressing criminal intent and preventing incidents and accidents in advance.


The district enhanced functionality by configuring various forms (wall-mounted, pole-mounted, enclosure) according to the characteristics of the installation sites, enabling recognition from 100 meters ahead at night.


In particular, LED signboards were installed on emergency bells that allow direct communication between the site and the smart integrated control center during emergencies, making them easy to recognize and use.


Forty LED signboards were installed at 28 locations selected, including dense residential areas of single women households in Cheongnyong-dong and Seonghyeon-dong, children protection zones in Sinwon-dong and Euncheon-dong, illegal garbage dumping areas in Haengun-dong, and park management areas in Sillim-dong.


A ‘Safety Level and Preference Survey’ conducted among local residents showed that 65% and 54% responded positively to ‘CCTV awareness’ and ‘crime prevention effect,’ respectively, confirming the psychological relief effect for nighttime pedestrians through the installation of LED signboards.


Additionally, the district secured 600 million KRW in project funds through a Ministry of Land, Infrastructure and Transport contest for building a smart city integrated platform that directly links CCTV video information with 112 and 119 emergency services to support urgent dispatch and disaster response, and allocated an additional 600 million KRW to further efforts to create a ‘Smart Safe City Gwanak.’


Mayor Park Junhee stated, “Since the LED signboard installation has proven effective, we plan to actively reflect residents’ opinions on design and site selection and expand the LED signboard installation project,” adding, “We will do our best to realize a ‘crime-free safe city Gwanak’ where residents can walk with peace of mind through smart integrated platforms and intelligent CCTV network safety systems.”
