On this day, the Democratic Labor Union Gimje City Branch declared, "Recently, civic groups and agricultural organizations in Gimje City have been conducting a recall of Chairman On Juhyun, holding him responsible for the scandal involving an affair between fellow city council members and the disruption of the second half chairman election of the Gimje City Council. Our Democratic Labor Union supports this."

They continued, "Chairman On was a member of the Democratic Party Gimje Regional Committee, which on June 27th selected a candidate for the second half chairman election with the participation of all city council members belonging to the party. Moreover, Chairman On himself participated in the candidate selection vote but disobeyed the result, left the party, and seized the chairmanship for both the first and second halves."

Furthermore, the Democratic Labor Union Gimje City Branch stated, "After leaving the Democratic Party, Chairman On gathered some independent and Democratic Party council members to prepare for the chairman election. At that time, as chairman, he provided an opportunity for a female council member who was identified as the affair partner and was expelled by the Ethics Committee to participate in the chairman election," adding, "Chairman On won the chairman election by a narrow margin of 7 to 6 votes and was elected chairman for the second half. As a result, this female council member involved in the affair played a decisive casting vote role in sweeping the vice-chairman and standing committee chair positions along with council members who supported On's election."
