[Asia Economy Yeongnam Reporting Headquarters Reporter Park Dong-wook] Daegu City announced on the 20th that it will provide all citizens with 100,000 won each as the 'Daegu Hope Support Fund'.
The recipients are all citizens registered in Daegu City's resident registration as of midnight on July 30. Newborns are also included if either the father or mother is a Daegu citizen as of the reference date.
The payment methods are divided into cash, credit/debit cards, and Daegu Happiness Pay. Basic livelihood security recipients, basic pension, and disability pension recipients will receive the payment into their existing benefit accounts from the 24th without a separate application. Unlike the government emergency disaster relief fund, cash payments can be received even if the entire household registered in the resident registration is not eligible.
Credit/debit card holders can apply to charge their cards in their name on the websites of nine major card companies starting from the 31st. If charging credit/debit cards at bank counters, applications can be made at the affiliated bank of the card from September 7, and the amount will be received within two days. Daegu Happiness Pay can be applied for at the administrative welfare center in the jurisdiction of the address starting from the 7th.
Cards and Happiness Pay can only be used within the Daegu area. Similar to the government emergency disaster relief fund, usage is restricted in online shopping malls, large marts, department stores, entertainment businesses, and gambling industries. The usage period is limited until the end of November. Any unused support funds within this period will revert to the Daegu City budget.

Chairman Kim explained the background of the support, saying, "If the Daegu emergency livelihood fund was an 'emergency response' for citizens whose lives suddenly became difficult due to COVID-19, the Daegu Hope Support Fund aims to prevent the community from losing its recovery ability," adding, "It seeks to realize economic value through revitalizing consumption and social value by strengthening community through cooperation and solidarity."
Meanwhile, Mayor Kwon Young-jin announced the emergency support fund payment plan in a statement on July 16 and entrusted it to the 'COVID-19 Low-Income Livelihood Support Committee.' Since then, the committee has been collecting citizens' opinions through surveys and name preference polls.
