Gwangju District Court: "Constitutes emotional abuse"
A director of a child care facility was fined for abusing a child after performing double eyelid surgery without the child's consent.
[Asia Economy Intern Reporter Kim Bong-ju] A director of a child care facility was fined for abusing a ward by performing double eyelid surgery without her consent.
On the 14th, Judge Yoon Bong-hak of the Gwangju District Court Criminal Division 6 sentenced A (56) to a fine of 3 million won for violating the Child Welfare Act and ordered her to complete 40 hours of a child abuse treatment program.
In January 22, 2016, A confiscated the cellphone of B (then 16 years old), a ward at the child care facility in Gwangju where she worked, and made her write a reflection letter and a pledge.
She then read parts of the reflection letter to B, had her revise and write it, and made her read the letter aloud in front of other wards while going around each room of the facility.
Additionally, A emotionally abused B by repeatedly saying things like, "Do you want to go back to the psychiatric hospital?"
Previously, A tried to take B to a psychiatric treatment facility and have her admitted because B had undergone double eyelid surgery without her consent, but was told by a doctor that admission was not possible.
The court stated, "As the director of a child care facility, she had the duty to ensure the welfare of the child so that the child could grow up healthy and happy, but she emotionally abused B, which is not a minor offense. However, considering the mild degree of abuse, the difficulties in disciplining B, and other mitigating circumstances regarding the motive for the crime, the sentence was determined comprehensively."
