[Asia Economy Reporter Han Seung-gon] A pro-Moon Jae-in (親文) community is expected to face controversy after making sexually harassing remarks about Justice Party lawmaker Ryu Ho-jeong, who proposed a revision to the criminal law to establish the 'non-consensual rape' offense. The remarks included statements such as "If Ryu Ho-jeong gets pregnant, reporters must ask whether the sexual relations were consensual." Comments mocking Ryu sexually followed in the post's comment section.


This is not the first time pro-Moon supporters have sexually harassed Ryu. On the 4th, when Ryu attended the National Assembly plenary session wearing a pink dress, they responded with comments like "Is she working as a karaoke hostess? That outfit fits perfectly~" and "Did you come to deliver coffee? lol."


At 9:17 a.m. on the 14th, a post titled "If New (Ryu) Ho-jeong gets pregnant..." was uploaded on an online community.


The author emphasized in the post, "If you are reporters, be sure to ask whether (Ryu Ho-jeong) had consensual relations before pregnancy." They then continued with vulgar harassment.


Community users continued to make sexually harassing remarks toward Ryu in the comments, matching the level of the original post. One netizen mentioned explicit sexual acts, implying that "this is a minor matter under the criminal law revision."


Another user criticized the law system by saying, "What is the point of dividing men and women like this?" Yet another commented, "Who would have sexual relations with Ryu Ho-jeong? lol."


Pro-Moon supporters' sexual harassment toward Ryu has occurred before. On the 4th, when Ryu attended the National Assembly plenary session wearing a dress, they sexually harassed her with comments like "Sexy girl~~ good for eye cleaning~♡." A Democratic Party supporter even said, "She opened a nightclub in the National Assembly," continuing the sexual mockery.


Meanwhile, on the 12th, Ryu proposed a criminal law revision bill to establish the 'non-consensual rape' offense.


At a press conference held at the National Assembly communication office that day, Ryu introduced the bill, saying, "This revision bill comprehensively reorganizes Chapter 32 of the criminal law, which regulates basic matters concerning sexual crimes, to align with changes in the times and international trends."

Ryu defined the legal interest to be protected through criminal punishment as the right to sexual self-determination and emphasized, "The title of Chapter 32 of the criminal law should be changed to 'Crimes of Sexual Violation' to match the protected legal interest, and the specific contents must be completely revised."


The criminal law revision bill proposed by Ryu mainly aims to comprehensively amend Chapter 32 of the criminal law. The key points of the bill include establishing the 'non-consensual rape' offense, including deception and coercion in the basic elements of rape, and strengthening punishment for sexual crimes.


Additionally, a definition of sexual intercourse was newly established in Article 306. It defines sexual intercourse as "1. The act of inserting a sexual organ into the body's interior such as genitalia, mouth, or anus," and "2. The act of inserting a part of the body (excluding sexual organs) or an object into the genitalia or anus."


This aims to clearly define acts that were previously lightly punished as quasi-rape under Article 297-2 of the criminal law as rape.
