Seongbuk-gu Launches Full-Scale Operation of Support System for Vulnerable Groups Needing Emergency Care


[Asia Economy Reporter Jongil Park] Seongbuk-gu (Mayor Lee Seung-ro) has launched the ‘Care SOS Center’ project to provide customized services to residents in urgent need of care.


The ‘Care SOS Center’ is a one-stop integrated care service window where a ‘care manager’ visits vulnerable groups such as elderly people, disabled individuals, and low-income middle-aged adults aged 50 and over who have no one to care for them in emergencies such as accidents or illnesses, and connects and provides tailored services.


The care manager identifies urgent care requests submitted by households and discovers care recipients, visits the site within 72 hours to assess the characteristics and needs of the recipients, and links them to various service providers in the area.


The service providers include family-like Elderly Care Welfare Center (Director Ko Jae-man, Donam-dong), Namuwa Yeolmae Social Cooperative (Chair Kim Kyung-ye, Hawolgok-dong), Dongbuk Home Care Service Center (Director Kim Kyung-wook, Hawolgok-dong), Paul Visiting Care Center (Director Kim Chae-jong, Jeongneung-dong), Angel Home Care Seongbuk Branch Center (Director Song Shin-seop, Samseon-dong), Joy Silver Welfare Town Center (Director Lim Ki-ran, Hawolgok-dong), Nowon Comprehensive Home Care Center (Director Choi Jun-bae, Nowon-gu) (temporary home care), Truffle J&Partners Co., Ltd. (CEO Park Jun-hyung, Samseon-dong), Harang Food (CEO Kwak Ho-geun, Jeongneung-dong) (meal support), and Happy Plus (CEO Lee Byung-kwon, Hawolgok-dong) (short-term facility), totaling 10 organizations.


The ‘Care SOS Center’ provides four types of services: ▲ Temporary home care (professional staff visit the care recipient’s home to support daily living) ▲ Short-term facility (support for facility admission for a certain period) ▲ Meal support (delivery of side dishes, lunch boxes, etc. to maintain basic nutrition) ▲ Information counseling (telephone consultation regarding care-related facilities and procedures).


Eligible users are elderly, disabled, and low-income middle-aged households (aged 50?64) who meet all three conditions: ▲ having difficulty moving alone or performing independent daily activities ▲ absence of family members who can provide care or inability of family to provide care ▲ not using public care services (long-term care benefits, disability activity support, district-level care services) or experiencing unavoidable gaps during service use.


Recipients of national basic livelihood security, legally designated low-income groups, and those with income below 85% of the median income (temporary support for those below 100% of median income) receive full cost support up to 1.56 million KRW per person annually, while other residents must bear the full cost themselves.


Seongbuk-gu has prioritized selecting institutions including seven temporary home care centers, one short-term facility, and two meal support centers, and will sign agreements on August 3. The number of service providers will continue to expand according to the needs of recipients.


Lee Seung-ro, Mayor of Seongbuk-gu, said, “With rapid aging and changes in family structure, demand for various care services is increasing. To respond quickly, Seongbuk-gu has signed agreements with centers equipped with excellent facilities and services in the region to provide four major services: daily living support, facility admission, meal support, and information counseling to residents in need. Seongbuk-gu will continue to do its best to identify and resolve welfare blind spots.”
