[Asia Economy Reporter Jongil Park] Nowon-gu (Mayor Oh Seung-rok) announced that it apprehended a thief targeting intoxicated individuals in the act through CCTV monitoring at the Smart City Integrated Operation Center.
The incident occurred on the 18th at around 1:25 a.m. in Sanggye-dong.
A control operator conducting CCTV video patrols for crime prevention spotted a man asleep on a bus stop bench, intoxicated.
The intoxicated individual, vulnerable to crime and safety accidents, was immediately reported to the 112 emergency call center. The operator closely monitored the scene while waiting for police dispatch to prepare for any unforeseen situations.
At that moment, a man riding a bicycle stopped his bike near the bus stop. Pretending to check the bus route, he glanced around and then casually sat next to the intoxicated man.
The man easily stole the sleeping victim’s bag and fled into a nearby alley. The control operator, watching the entire situation via CCTV, relayed the thief’s escape route and physical description to the police in real time.
Three minutes later, the police arrived at the scene and, thanks to CCTV monitoring, found the thief in the direction of escape, seized the evidence, and apprehended Mr. Han, a man in his 40s, in the act.
This is not the first time the Nowon Smart City Integrated Operation Center has caught a criminal. Starting in 2014 with the arrest of a motorcycle thief and a street murder suspect, the center contributed to the arrest of drug dealers and buyers for the first time in the district this February.
Additionally, last month, it apprehended a ‘bus seat theft’ criminal, and from last year to the present, it has achieved a total of 14,349 arrests and preventive actions.
Thanks to the center’s efforts, the number of the five major crimes in Nowon-gu decreased by about 26%, from 5,312 cases in 2014 to 3,935 cases in 2019.
The district announced on the 19th that it was selected for the Ministry of Land, Infrastructure and Transport’s ‘Smart City Integrated Platform Construction Project’ competition.
The Smart City Integrated Platform is a system that shares footage from approximately 2,032 CCTVs installed in the district in real time with the disaster control room, 112 comprehensive situation room, and 119 emergency room to facilitate rapid response when crimes or disasters occur.
With the introduction of the integrated platform, it will be possible to secure the golden time by sharing videos with fire stations during large-scale fires and other disaster situations.
Response to crime situations will also be strengthened. Real-time sharing of the location tracking of wanted vehicles and electronic anklet tampering suspects will contribute to early arrest of criminals. It can also be used in various ways, such as sharing photos and location information from the integrated control center to search for missing socially vulnerable individuals like children and dementia patients.
Based on the operational know-how of the existing control center, the district plans to accelerate the establishment of a dense urban safety network through the integrated platform project, which strengthens cooperation with the police and fire stations.
Mayor Oh Seung-rok said, “Our district’s top priority project is protecting the lives and safety of our residents,” adding, “We will continue to do our best to create a safe city, Nowon, in cooperation with related organizations.”
