[Asia Economy Reporter Lee Chun-hee] The Siwha National Industrial Complex is being reborn as a smart green industrial complex through a regeneration project. In Gyeongju, Gyeongbuk Province, a new Innovative Nuclear Research Complex will be established to foster nuclear research and development industries.


The Ministry of Land, Infrastructure and Transport announced on the 29th that the designation plan for the Siwha National Industrial Complex regeneration project zone and the 2020 industrial complex designation plan amendments prepared by each metropolitan local government were approved as originally proposed at the Industrial Location Policy Deliberation Committee. Currently, industrial complex designation plans are established by each city and provincial governor within up to ten times the average annual demand area according to the "Integrated Guidelines for Industrial Location Development," and after consultation and confirmation with the Ministry of Land, Infrastructure and Transport, the industrial complex approval procedures are carried out.


The designation plan for the Siwha National Industrial Complex regeneration project zone was proposed by Siheung City, Gyeonggi Province, to designate approximately 6.68 million square meters of the Siwha National Industrial Complex area located in Jeongwang-dong as a regeneration project zone to reorganize the Siwha National Industrial Complex. This accounts for about 40% of the total industrial complex area of 16.12 million square meters.


Established in 1987, the Siwha National Industrial Complex has become the largest small and medium-sized manufacturing cluster nationwide and the largest supply base for machinery and electrical and electronic parts. However, it has faced criticism for limitations in responding to changing industrial environments due to environmental issues caused by urban expansion, aging and insufficient infrastructure, and rigid land use plans.


To address these issues, Siheung City plans to invest a total project cost of 43.3 billion KRW (21.6 billion KRW from the national government and 21.7 billion KRW from local governments) in this regeneration project by 2025 to secure insufficient infrastructure such as road environment improvements, parking lots, and parks, and to newly develop it as an innovation hub through land use plan changes and industrial restructuring including industry relocation.


In addition, to transition to a smart green industrial complex, a smart intersection system capable of signal control according to traffic conditions will be introduced on major arterial roads within the complex, and a smart streetlight system will be established to create a safe industrial complex. Furthermore, through the Industrial Complex Imagination Hub (activation zone) project, a high-density mixed-use development project integrating industrial, cultural, and support functions will be promoted to establish the complex as an innovation growth hub.

In Gyeongju, 'Innovative Nuclear Research Complex' Established to Foster Nuclear R&D Industry

At the deliberation committee held that day, six industrial complexes were added through the 2020 industrial complex designation plan amendments. By region, three in Gyeongbuk, and one each in Chungnam, Jeonnam, and Gyeonggi.


In Gyeongbuk, the 'Innovative Nuclear Research Complex' and 'Oedong 3·4 General Industrial Complex' were added. The designated area is 2.77 million square meters, with an industrial site area of 1.21 million square meters. As a result, a total of 10 industrial complexes (designated area 6.05 million square meters, industrial site area 3.24 million square meters) will be designated in Gyeongbuk this year.


All these complexes will be added in Gyeongju City. The Innovative Nuclear Research Complex is a dedicated research complex planned by the Korea Atomic Energy Research Institute to secure core technology capabilities in the nuclear field in the Gyeongbuk region. Through this, the plan is to foster nuclear-related research and development industries. The Oedong 3·4 General Industrial Complex is an industrial complex directly developed by 19 companies with actual demand for industrial complex development in the Gyeongju area, expected to attract metal processing product manufacturing and other machinery and equipment manufacturing industries.


In Jeonnam, the Daema Electric Vehicle General Industrial Complex will be established in Yeonggwang County to attract research and development industries related to electric vehicles. In Chungnam and Gyeonggi, the Cheonan 6th General Industrial Complex and Yongin Wonsam General Industrial Complex were reflected, respectively.


The Ministry of Land, Infrastructure and Transport plans to notify each city and province of the approved 2020 second-quarter industrial complex designation plan amendments on the 30th. Subsequently, each city and province will announce the industrial complex designation plan and carry out their own approval procedures for each industrial complex according to the "Act on Industrial Location and Development."


Kim Geun-oh, Director of the Industrial Location Policy Division at the Ministry of Land, Infrastructure and Transport, said, "We will support land use plan reorganization and infrastructure costs without fail so that the Siwha National Industrial Complex functions as the central axis of the West Coast manufacturing belt through the regeneration project. Also, we will comprehensively review the supply and demand status of industrial complexes by region to supply industrial sites suitable for regional characteristics to create jobs and strengthen industrial competitiveness."
