Early Detection of At-Risk Children and Establishment of Child Abuse Prevention and Protection System... Continuous Monitoring System and Parenting Information Provided for Child Abuse Prevention

Gangdong-gu Intensifies Focused Inspections on High-Risk Children to Prevent Child Abuse

[Asia Economy Reporter Jongil Park] Gangdong-gu (Mayor Lee Jeong-hoon) will conduct an "Intensive Inspection of High-Risk Children" from July to September to early detect children at risk of child abuse and establish a protection system.

The inspection targets 184 children identified through the e-Child Happiness Support System, including those who missed infant health checkups, did not receive regular vaccinations, have no medical institution treatment records, or have long-term absences from kindergarten or daycare centers.

During this inspection, the district welfare planner will visit the target households in person to check the safety and whereabouts of the children and examine the caregiving environment. If signs of abuse are found, such as refusal to meet or confirm the child's whereabouts, the case will be immediately reported to the police to actively prevent child abuse.

In particular, during home visits, the "Our Neighborhood Childcare Leader" will accompany the welfare planner to provide counseling on childcare difficulties and offer necessary childcare information to caregivers. Any childcare consultations not completed on-site will be followed up through phone or text message consultations.

This is expected to help relieve accumulated parenting stress caused by COVID-19.

Furthermore, if vulnerable children in welfare blind spots are discovered through the inspection, the district plans to connect and support them with necessary welfare services such as the Dream Start project currently promoted by the district. The inspection results will be built and managed as data in the e-Child Happiness Support System for continuous monitoring.

Lee Jeong-hoon, Mayor of Gangdong-gu, stated, "Waiting for reports alone cannot completely eradicate child abuse," adding, "We will carefully monitor and actively respond to ensure no child is placed in a crisis situation, prioritizing the safety of children."

Gangdong-gu established a Child Protection Team dedicated to child abuse investigation and child protection duties as of July 1 and is making thorough preparations such as hiring and training child protection personnel to begin full-scale operations starting in October.
