Baehyun-jin, a member of the Future United Party, announced that he had taken the lead in proposing the 'Road Act Amendment' containing such content.
The amendment focuses on mandating the Minister of Land, Infrastructure and Transport to establish an integrated online system to disclose road occupancy permits, excavation work commencement and completion status information as public data.
According to current laws, local governments and construction implementers are required to deliver and notify excavation information before road excavation work to major underground facility managers. However, Baehyun-jin explained that there are cases where local governments do not provide road excavation information, and the information provided varies by local government, resulting in insufficient information being provided to the public.
Baehyun-jin said, "In May, after excavation work near an old water pipe in Seomyeon, Busan, the water pipe ruptured, causing inconvenience to 30,000 households nearby who experienced water outages for three hours," adding, "Cases where the public suffers inconvenience due to insufficient provision of excavation work information continue to occur. This bill aims to prevent accidents in advance and enable timely response when they occur."
