[Asia Economy Reporter Jongil Park] Gwangjin-gu (District Mayor Kim Seon-gap) is providing guidance to help residents easily pay their property taxes in July, the month for property tax payments.


Property tax is imposed on owners of houses, land, non-residential buildings, ships, etc., as of the tax base date (June 1 every year).


The payment targets for the first installment in July are owners of houses (50% of the amount), non-residential buildings, and ships, while the second installment in September targets owners of houses (the remaining 50%) and land other than houses.


The payment deadline for the first installment of property tax is July 31, and a 3% surcharge will be applied if the deadline is missed. Accordingly, the district operates a civil service consultation desk during the property tax payment period for taxpayers' convenience. Consultation hours are from 8 a.m. to 7 p.m. on weekdays and from 9 a.m. to 1 p.m. on Saturdays.


Payments can be made via bank CD/ATM, dedicated account transfers, credit cards, ARS phone, and credit cards. Also, even without a tax bill, payments can be easily made through smartphone apps (STAX) and the Seoul Local Tax Internet Payment System (ETAX).


Especially from this year, the installment payment amount for property tax has been eased from 5 million KRW to 2.5 million KRW. If the principal property tax and urban area tax exceed 2.5 million KRW, taxpayers can apply to pay in installments within two months.


The scope of combined taxation for land property tax imposed on religious organizations has also been improved. Previously, land registered under the name of a religious organization was taxed collectively for the entire organization, but from this year, if the individual religious organization is proven, it will be changed to individual combined taxation, reducing the tax burden.


District Mayor Kim Seon-gap said, “Property tax is an important autonomous revenue used for the development of Gwangjin-gu and the welfare of residents. We hope residents pay within the deadline to avoid surcharges and feel free to visit the consultation desk if they have any questions.”


Meanwhile, the total property tax imposed by the district in July amounts to about 48.8 billion KRW, a 10.9% increase compared to the previous year due to factors such as last year’s rise in housing prices. The individual housing price increase rate in Gwangjin-gu, which forms the tax base for property tax this year, is 7.39% compared to the previous year (Seoul city average 6.92%), and the apartment price increase rate is 13.19% (Seoul city average 14.73%).
