[Asia Economy Reporter Moon Jiwon] The Ministry of Land, Infrastructure and Transport announced on the 13th that it has finalized 138 action plans for the first implementation phase (2021?2025) of the 5th National Land Comprehensive Plan (2020?2040), established last year, through consultations with related ministries.
The 5th National Land Comprehensive Plan is the highest-level spatial plan based on Article 9 of the National Land Planning and Utilization Act. It was finalized after presidential approval at the end of last year. The implementation plans are follow-up measures that specify the National Land Comprehensive Plan and include promotion plans by the relevant agencies.
The implementation plans were developed by setting six sectors corresponding to the six major strategies presented in the 5th National Land Comprehensive Plan and drafting detailed tasks.
A total of 138 implementation tasks were proposed by 10 agencies, including 80 from the Ministry of Land, Infrastructure and Transport, 17 from the Ministry of Oceans and Fisheries, 16 from the Ministry of Environment, and 10 from the Ministry of Culture, Sports and Tourism.
The Ministry of Land, Infrastructure and Transport plans to secure the execution power of the implementation plans by receiving annual progress reports from the relevant ministries at the end of each year and regularly evaluating their performance.
The Ministry of Land, Infrastructure and Transport will also promote the introduction of a national land monitoring system to enhance the execution capability of the National Land Comprehensive Plan.
The national land monitoring system is a series of processes designed to analyze the current status of the national land, check the implementation status of the National Land Comprehensive Plan, and forecast future changes in the national land to support the proactive establishment of national land policies.
The Ministry of Land, Infrastructure and Transport will announce for public comment the amendment to the enforcement decree of the 'National Land Planning and Utilization Act,' which specifies the details of the establishment and operation of the national land monitoring system, by the 5th of next month.
