[Asia Economy Reporter Park Jong-il] Kim In-ho, Chairman of the Seoul Metropolitan Council, stated on the 10th regarding the activation of the mayoral authority acting system following the sudden death of Mayor Park Won-soon, "We will focus on legislative activities that cooperate and support so that city administration can maintain unwavering consistency."


He also promised to strengthen the communication system between the executive branch and the council more than ever before.


Chairman Kim made these remarks through the Seoul Metropolitan Council's position on the mayoral authority acting system on the same day.


The following is the full statement released by Chairman Kim:

We cannot help but feel deep sorrow in the face of the sudden news of the Seoul Mayor's absence. Above all, we extend words of comfort and encouragement to the citizens of Seoul who may be feeling worry and anxiety due to this unexpected situation.


The leadership of the 10th Seoul Metropolitan Council's second half term had originally planned to hold the 296th extraordinary session today for the election of the standing committee chairpersons and the organization of the council, as well as the opening ceremony, but has decided to postpone all these events temporarily. The Seoul Metropolitan Council will complete the organization as soon as possible and all 110 Seoul council members will make every effort to minimize any administrative gaps.


Before that, we hereby announce the Seoul Metropolitan Council's position regarding the mayoral authority acting system due to the mayor's absence.


First, in the severe situation of COVID-19, we will prioritize the safety of citizens and help Seoul continue to respond strongly to COVID-19 as before. The council will ensure there are no gaps in COVID-19 prevention through swift and active legislative and financial support, so that the acting authority system can function properly.


Second, we will focus on legislative activities that cooperate and support so that city administration can maintain unwavering consistency. By overseeing that major ongoing projects proceed as planned, we will ensure that citizens’ daily lives continue without inconvenience.


Third, we will strengthen the communication system between the executive branch and the council more than ever before. While not neglecting the council’s fundamental duties of monitoring and checking the executive branch, as co-responsible parties for the 10 million citizens of Seoul, we will establish systematic communication channels between the executive branch and the council to cooperate for smooth city administration.


Fourth, we will realize a council that works together with citizens on the ground. The Seoul Metropolitan Council is a representative body for the 10 million citizens of Seoul. We will fulfill our responsibilities and missions as a representative institution. All 110 Seoul council members will devote their full efforts to ensuring local safety and attending to the concerns of residents. We will communicate directly on-site to alleviate citizens’ anxieties and worries.


The 10th Seoul Metropolitan Council’s second half term will fully cooperate to ensure smooth and uninterrupted Seoul city administration under the mayoral authority acting system. As co-responsible parties for citizens’ safety and happiness, we will show a council that cooperates and supports. We ask the citizens to join us in spirit to overcome this difficult time well.
