Operates 'Integrity Meal Ticket System' to Eliminate Hospitality Culture and Promotes 'Integrity Through Books' for Everyday Practice
[Asia Economy Reporter Park Jong-il] Jongno-gu (District Mayor Kim Young-jong) has established the '2020 Integrity Improvement Plan' under the goal of 'A Step Toward Integrity Together, Achieving Integrity No.1 Jongno Together,' and is making continuous efforts to implement administration trusted by residents.
This year, to leap forward as the top integrity district, Jongno-gu is focusing on ▲intensive management of corruption-prone areas ▲forming a consensus on integrity ▲preventing corruption in advance, and is promoting various integrity policies to foster a clean and transparent public service culture.
As part of this, in February, a continuous integrity self-learning system was introduced to promote ongoing integrity practice. Before starting work, employees are given the opportunity to review integrity by learning about public service ethics, the code of conduct for public officials, and the Anti-Graft Act.
In March, on-site education was conducted for about 340 people, including major 10 departments and staff responsible for permits, construction management, subsidies, and finance and taxation tasks, which are vulnerable to corruption.
Separate integrity education sessions covering the Anti-Graft Act and courteous work handling are also held to raise employees' awareness of integrity.
In April, an evaluation team composed of junior staff conducted an integrity diagnosis of executives at grade 5 or higher, assessing their experience related to personnel, budget execution, and work instructions. The purpose is to encourage executives at grade 5 or higher to thoroughly manage themselves based on the diagnosis results and to lead by example in creating a healthy and integrity-based organizational culture.
Additionally, in May and June, integrity education sessions were held with all executives, including the district mayor, and integrity competency enhancement training was conducted for team leader-level (grade 6) public officials, who serve as middle managers bridging upper and lower levels of the organization.
The sessions were designed as opportunities to reflect on their roles as 'Leaders Leading an Integrity Jongno-gu' and to share integrity measurement results, receiving positive feedback from participants.
Moreover, to manage corruption-prone tasks, a monthly integrity ARS (Automated Response System) is operated to monitor employees' friendliness and fairness in work processing. An integrity slogan contest was held to capture employees' commitment to integrity, with three final slogans selected and promoted: ▲Corruption is emptiness, integrity is fulfillment ▲Valuable integrity, shared integrity Jongno ▲Clear administration, integrity Jongno.
Furthermore, to eradicate the culture of entertainment that may arise during meals with business associates, an integrity meal ticket system is operated, and employees are encouraged to practice integrity in daily life by reading integrity-related books and submitting book reports.
In this way, Jongno-gu is making multifaceted efforts to normalize integrity throughout the region. In the second half of this year, due to the prolonged COVID-19 pandemic, small-scale and online education formats will be adopted to continuously carry out integrity education.
District Mayor Kim Young-jong stated, “We aim to become an integrity No.1 district trusted by residents by embedding the concept of integrity throughout district administration. We will meticulously implement integrity policies with careful attention to even the smallest details and strive to create a clean and transparent public service culture.”
Meanwhile, on the 6th, Jongno-gu produced handy fans engraved with the phrase ‘A Very Integrity Jongno with No Corruption’ and distributed them to encourage employees exhausted from long-term COVID-19 response work and to spread an integrity organizational culture. The fans are intended not only to cool down during the hot summer but also to help employees reaffirm their commitment to integrity each time they use them.
