This pointed to the circumstances where the internal discussions within the Ministry of Justice regarding the exercise of investigative authority by Minister Choo leaked to pro-government figures, including Choi Kang-wook, leader of the Open Democratic Party.
Won questioned, "Which minister in the world would instruct to disclose two versions with different contents?" and "How embarrassed must they have been to make explanations that even they themselves could not believe?"
He added, "I ask again. Who wrote it?" and "Who exactly is the behind-the-scenes power controlling the Minister of Justice?"
