Gwanak-gu Prevents Unauthorized Quarantine Violations for COVID-19 Patients


[Asia Economy Reporter Jongil Park] Gwanak-gu (Mayor Park Junhee) is strengthening the management of self-quarantined individuals and support for vulnerable groups to prevent the spread of the novel coronavirus infection (COVID-19).


This is a proactive measure in response to increasing concerns about re-spread, such as family transmission of COVID-19, unauthorized departure of self-quarantined individuals, and the proportion of so-called 'dark patients' with unknown infection routes exceeding 10%.


First, management of self-quarantined individuals under group quarantine will be strengthened. When delivering initial supplies at the local community center, the residential conditions of the self-quarantined will be assessed, and if the quarantine environment is inadequate due to cohabiting family members, they will be admitted to facilities designated by Seoul City and Gwanak-gu to ensure thorough self-quarantine support.


On-site inspections of self-quarantined individuals will also be intensified. In addition to the existing biweekly sample inspections, monitoring personnel will conduct full on-site inspections twice a month, designated as 'Self-Quarantine On-Site Inspection Days.'


During on-site inspections, not only will unauthorized departures be checked, but also living conditions and difficulties will be assessed to identify heatwave-vulnerable groups, to whom cooling supply sets (fans, cool mats, cool towels, cool arm sleeves) will be provided.


Pre-release diagnostic testing will also be enhanced. Previously, testing before release was selectively conducted based on certain criteria for medical workers, students, and faculty excluding overseas entrants; however, the district will expand this to include all self-quarantined individuals on its own initiative.


Accordingly, the district recommends pre-release testing for all self-quarantined individuals, including overseas entrants, and will conduct tests for all who wish to be tested, with all testing costs fully covered by the district.


As of the 7th, the district is conducting 24-hour management through a self-quarantine app and twice-daily health monitoring for a total of 421 people, including 130 domestic contacts and 291 overseas entrants, to thoroughly manage self-quarantined individuals and prevent the spread of COVID-19.


Mayor Park Junhee stated, “Through thorough management of self-quarantined individuals, we will prevent the spread of COVID-19 and strive to minimize their inconvenience by maintaining continuous management and various support systems tailored to the quarantine environment.”
