Strengthening Construction Safety... Excluding Roof and Floor Area of Underground Parking Ramp

[Asia Economy Reporter Moon Jiwon] The Ministry of Land, Infrastructure and Transport announced on the 7th that it will publicly notify the amendment of the Enforcement Decree and Enforcement Rules of the Building Act, mainly aimed at strengthening safety in construction work, for 40 days starting from the 8th.


According to the amendment, to strengthen the site-centered safety management system, a dedicated supervisor for safety management will be assigned throughout the construction period.


Since it is difficult to systematically manage all processes at construction sites with a single architect conducting occasional supervision, the scope of on-site supervision will be expanded from the current 'construction work of 5 floors or more and a total floor area of 3,000㎡ or more' to 'construction work of 2 floors or more and a total floor area of 2,000㎡ or more.'


Additionally, to ensure the quality and safety of small-scale construction sites directly managed by building owners, fines imposed when the site manager does not perform duties or leaves the construction site will be increased.


The fine for the first violation will be raised from the existing 100,000 KRW to 200,000 KRW, and for the second violation from 200,000 KRW to 300,000 KRW.


To prevent construction accidents, the construction commencement report will be required to include whether the site is subject to construction accident prevention guidance under the Industrial Safety and Health Act, the contracting agency, and related matters.


Along with this, to promote zero-energy building certification, when facilities supplying renewable energy are installed on building roofs or exterior walls, eaves and shades up to 2 meters in width in those parts will be excluded from the building area calculation.


To prevent accidents caused by rain or freezing when entering or exiting underground parking lots, if a roof is installed at the top of the slope, it will be excluded from the floor area calculation.


As social interest in childbirth and childcare has recently increased, operation of community childcare sharing centers and small libraries (limited to the first floor) with housing-type structures will be allowed near residential facilities to create childcare and community spaces.


Kim Sang-moon, Director of Building Policy at the Ministry of Land, Infrastructure and Transport, said, "Through this amendment, construction safety will be strengthened, and convenience for the public will be enhanced by preventing slip accidents on underground parking slopes."
