Full Enforcement from the 29th... Fines Imposed from August 3rd After Guidance Period
[Asia Economy Reporter Jo In-kyung] The Ministry of the Interior and Safety announced that starting from the 29th, the resident reporting system for illegal parking and stopping in children's protection zones will be fully implemented nationwide by local governments.
By taking photos of illegally parked vehicles using the Safe Report app (at 1-minute intervals, at least 2 photos) and reporting them, enforcement officers will immediately impose fines (80,000 KRW for passenger cars, double on general roads) without on-site verification.
However, there will be a one-month guidance period until the end of July for public awareness, and actual fines will be imposed starting August 3.
The reporting targets are vehicles parked or stopped on roads in front of elementary school main gates, and the operating hours are weekdays from 8 a.m. to 8 p.m., excluding weekends and public holidays.
Parking within 5 meters of fire hydrants, within 5 meters of intersection corners, within 10 meters of bus stops, on crosswalks, etc. the resident reporting system for the four major illegal parking zones in children's protection zones, implemented since last April, will continue to operate 24/7 throughout the year as before.
To report, run the Safe Report app, select '5 Major Illegal Parking' as the report type at the top of the reporting screen, choose 'Children's Protection Zone' as the violation type, then take at least two photos from the same location clearly showing the violation area and vehicle number (either two front photos or two rear photos of the vehicle) and submit the report.
The photos must show safety signs indicating the children's protection zone and parking prohibition (yellow solid or double lines or signboards).
Kim Jong-han, Director of Prevention and Safety Policy at the Ministry of the Interior and Safety, said, "Adults' improper parking habits must not threaten children's safety," adding, "We will steadfastly continue to enforce the eradication of illegal parking practices in children's protection zones until they are completely eliminated."
