[Asia Economy Honam Reporting Headquarters Reporter Lee Geon-ju] Kim Seung-hwan, Superintendent of Education for Jeonbuk Province, stated on the 15th that the college entrance exam should be changed considering the circumstances of the CSAT to minimize the disadvantages for this year's high school seniors.


At the expanded executive meeting held that day, Superintendent Kim said, "The detailed guidelines for the 2021 academic year college entrance exam were announced 1 year and 10 months ago," adding, "Changing this would cause confusion, but the current situation has changed significantly," and emphasized, "We should not keep holding on to the previous conditions when circumstances have changed."


Superintendent Kim pointed out, "Even contracts between individuals consider significant issues that arise between the time of contract signing and contract execution," and criticized, "The values supporting our country's education policy show a typical example of simplistic and mechanical thinking, which is frustrating."

He also explained the difference between equity and fairness, stating, "Fairness related to college admissions in our society is understood very formally and opportunistically."


Superintendent Kim said, "Equity is like placing two objects on a scale to achieve balance, but fairness is not simply about having equal weight," and added, "There is a significant difference from the starting line depending on the parents' social and economic status, so it is regrettable to think it is fair to solve the same problems together."


Meanwhile, regarding the continuous increase of electronic devices such as applying QR codes to private academies, Superintendent Kim emphasized, "Please ensure that sensitive personal information is not indiscriminately stored by the Provincial Office of Education, Education Support Offices, or affiliated institutions."
