Songpa-gu Conducts Disaster Response Inspection of Super-Tall Buildings Including Lotte World Tower


[Asia Economy Reporter Jong-il Park] Songpa-gu (Mayor Park Seong-su) is conducting a 'disaster response status inspection' targeting supertall and underground-connected complex buildings that accommodate large numbers of people, ahead of the season when indoor visits increase due to rising temperatures.


The inspection targets include 'supertall buildings' with 50 or more floors and a height of 200 meters or more, and 'underground-connected complex buildings' whose underground parts are connected to underground stations or underground shopping malls. A total of seven locations fall under this category, including Lotte World Tower and Garden Five Life, completed in February 2017.


The district emphasized that supertall and underground-connected complex buildings have relatively more constraints when evacuating during disasters, and that prior safety management is crucial as it could otherwise lead to significant casualties.


The inspection will continue until June 28, with inspection teams composed of responsible public officials visiting the sites directly to check response status. They will examine ▲whether disaster prevention and damage mitigation plans have been established ▲whether the prohibition on concurrently serving as a general disaster manager is observed and mandatory training completed ▲the operation status of comprehensive disaster prevention rooms ▲the operation status of evacuation safety zones, among other factors.


Especially this year, to prevent the spread of the novel coronavirus infection (COVID-19), compliance with quarantine rules will also be inspected. Special checks will include designation of dedicated staff for infection control, enhanced cleaning and disinfection of major spaces within facilities, and promotion of hygiene rules to facility workers and visitors.


Minor issues found during the inspection will be addressed immediately on site, while serious violations will be subject to legal actions such as fines.


Park Seong-su, Mayor of Songpa-gu, stated, "'Safety' is the most fundamental element for a happy life," adding, "Through thorough inspections to prepare for various disaster situations, we will create a 'safe city, Songpa' where residents and anyone can visit with peace of mind."
