[Asia Economy Reporter Lee Gwan-joo] The police are reviewing whether to apply the so-called ‘Minsik-i Act’ (Act on the Aggravated Punishment of Specific Crimes) to 78 child traffic accidents that occurred in school zones.


On the 1st, at a press briefing held at the police headquarters in Migeun-dong, Seodaemun-gu, Seoul, Police Commissioner Min Gap-ryong stated, “We have investigated 5 cases and sent them to the prosecution, and 1 case was transferred to the military because the suspect is a soldier.”


As controversy arose over the application of the Minsik-i Act, the police headquarters are monitoring and reviewing all child traffic accidents occurring in school zones. The Minsik-i Act stipulates aggravated punishment if a driver violates the speed limit or fails to drive with due care for child safety, resulting in a child traffic accident. If a child dies, the penalty is life imprisonment or imprisonment for more than 3 years; if injury occurs, imprisonment for 1 to 15 years or a fine between 5 million and 30 million won is imposed.


Commissioner Min said, “Various issues of fairness and controversy have been raised,” adding, “We will carefully review to ensure no problems arise in the application of the law and apply it appropriately according to the act.”


Meanwhile, regarding the issue of fund management for ‘Nanum-ui Jip’ (House of Sharing), a support facility for victims of Japanese military sexual slavery located in Gwangju, Gyeonggi Province, Commissioner Min emphasized, “An investigation is underway following a complaint. We will do our best to investigate thoroughly to leave no suspicion.”
