Enhancing Administrative Trust by Expanding Military-Civilian Participation in Key Policies
[Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] Muan County, Jeollanam-do (Governor Kim San) announced on the 1st that it will operate the '2nd Quarter National Request Real-Name System' to enhance the transparency and accountability of major policies.
The 'National Request Real-Name System' is a system aimed at allowing residents to participate in the policy real-name system by applying for disclosure of major county policies. After an internal review process, the real names of related personnel involved in the policy and the details of the implementation are disclosed.
The target projects include policies related to the rights and obligations of many residents, construction projects over 500 million KRW, service contracts over 50 million KRW, and the enactment, revision, or abolition of autonomous regulations related to many residents. However, cases subject to non-disclosure under the Information Disclosure Act, simple complaints that differ from the purpose of the policy real-name system, unclear or unidentifiable application contents are excluded.
The application period is one month from the 1st to the 30th. Applications can be submitted by filling out the 'National Request Real-Name System Application Form' announced on the county website's notice section and sending it via email, fax, or mail (Muan County Office Planning Team, 530 Muan-ro, Muan-eup, Muan-gun).
Submitted applications will be reviewed by the Policy Real-Name System Deliberation Committee composed of private experts after the application period ends. If selected as a priority management project, it will be disclosed on the county website.
A Muan County official stated, "We plan to operate the National Request Real-Name System application period for one month each quarter to encourage residents' participation and enhance administrative trust," adding, "We hope more residents will participate for the development of county administration."
