[Asia Economy Reporter Lim Chun-han] The Central Election Commission (CEC) held a public demonstration of voting and counting on the 28th, directly refuting the allegations of election fraud in the April 15 general election raised by Min Kyung-wook, a member of the United Future Party, and others.


On the afternoon of the same day, the CEC held a demonstration of the voting and counting process at the CEC building in Gwacheon, Gyeonggi Province, explaining the security system of the CEC communication network and the operating principles of election equipment such as ballot sorting machines. They also conducted a demonstration of early voting and counting assuming 4 district candidates, 35 proportional representation parties, 4,000 voters, and 1,000 votes.


The CEC stated, “We hope that accurate information will be conveyed through the voting and counting demonstration so that there will be no more fruitless disputes. Furthermore, we hope that all the truth will be clearly revealed as soon as possible through recounts and other processes in the election lawsuits raised.”


The CEC expressed regret that “baseless allegations of election fraud have been raised mainly by some politicians, organizations, and YouTubers,” and said, “It is unacceptable to incite public opinion through dishonest methods such as raising suspicions of manipulation of voting and counting by emphasizing fragmentary issues caused by a lack of understanding of the overall election procedures or minor mistakes by voting and counting staff, or by stealing ballots.”

The CEC showed the entire process from issuing early voting ballots to counting using the election equipment actually used in this general election. They also explained how the counting results are reported and disclosed at the counting center through the counting reporting system. In particular, they disassembled and revealed the inside of counting equipment such as ballot sorting machines, counting machines, and laptops on site. The CEC stated, “The laptop of the ballot sorting machine has its wireless LAN card removed,” emphasizing that hacking or computer manipulation through external communication is impossible.


Regarding the leakage of ballots, the CEC said, “The ballot theft incident is unprecedented and even embarrassing for us,” and added, “We hope that the prosecution will promptly investigate to uncover the substantive truth.”

Regarding the claim that the early voting rates of the Democratic Party of Korea and the United Future Party candidates in Seoul, Incheon, and Gyeonggi regions consistently appeared in a ‘63:36’ ratio, the CEC stated, “The actual voting rates including decimals are Seoul 63.95:36.05, Incheon 63.43:36.57, and Gyeonggi 63.58:36.42, so strictly speaking, the ratios cannot be said to be identical. Moreover, when including all candidates, the results differ entirely.”


Regarding the claim that a 52-digit encrypted code exists in the two-dimensional barcode (QR code), the CEC said, “It consists of a total of 31 digits including the election name, electoral district name, jurisdictional election commission name, and serial number, and contains no other information.” They added, “However, the QR code printed on the upper right corner of the counting status sheet prepared by the CEC at the counting center consists of 52 digits. The claim that the QR code on early voting ballots contains information other than what is stipulated by law, based on a completely different QR code, is false.”
