Supporting COVID-19 Crisis Overcome through Proactive Administration and Creating an Environment for Faithful Tax Payment

[Asia Economy Reporter Kwangho Lee] On the 28th, the National Tax Service announced that it selected and awarded commendations to the '2020 1st National Tax Service Exemplary Public Officials for Proactive Administration.'
The National Tax Service received a total of 17 proactive administration cases and, through the review of private members of the Proactive Administration Support Committee, selected a total of 7 exemplary public officials for proactive administration (1 grand prize, 3 excellence awards, 3 encouragement awards).
Cases that received favorable evaluations included support for small taxpayers to overcome the novel coronavirus infection (COVID-19), efforts to create a convenient tax payment environment, and proactive initiatives to improve regulations related to alcoholic beverages.
Kang Shin-woong, the official selected for the grand prize, played a leading role throughout the entire process, including proposing agenda items to the Proactive Administration Support Committee, developing computer systems, producing guidance documents, and selecting beneficiaries, to enable significant exclusion and deferment of preliminary value-added tax notices for individual business owners struggling with management due to the spread of COVID-19.
Goo Moon-joo, a national tax investigator awarded for excellence, contributed to building the 'Tax Point Online Discount Shopping Mall,' where small and medium enterprises' products can be purchased at a discount using tax points, in collaboration with the Small and Medium Business Distribution Center.
Additionally, Kim Eun-jin, a national tax investigator, contributed to introducing the 'Mobile Guidance System' through certified electronic document intermediaries, saving an annual budget of 5.8 billion KRW, and Lim Young-mi, an official, contributed to expanding non-face-to-face subsidy application services via mobile and Hometax to prevent COVID-19 infection.
Baek Seon-joo, a national tax investigator selected for encouragement, played a central role in expanding the Tax Administration Support Task Force in response to the spread of COVID-19 and conducting comprehensive tax administration support in collaboration with related ministries. Choi Hee-kyung, a national tax investigator, contributed to providing smooth year-end tax settlement consultation services by producing and distributing taxpayer-friendly consultation content such as YouTube consultation materials.
Kim Yong-gon, a national tax investigator, actively sought solutions and promptly supported related procedures when a handcrafted beer manufacturing kit developed by a domestic startup company faced regulatory obstacles threatening its market viability.
The seven exemplary public officials for proactive administration will be provided with various personnel incentives, including cash awards, reward leave, and the highest grade of performance pay (annual salary).
Kim Hyun-joon, Commissioner of the National Tax Service, said, "I thank the exemplary public officials who demonstrated proactive administration for taxpayers without being confined to existing systems and practices even in emergency situations," and added, "We will create an organizational culture where public officials who actively serve taxpayers and the public are well treated."
The National Tax Service plans to continue encouraging employees' interest and participation in proactive administration by selecting and rewarding public officials who create proactive administration field cases at local tax offices and tax offices in June.
