Received SA in 'Pledge Implementation Evaluation'
[Asia Economy Yeongnam Reporting Headquarters, Reporter Kang Woo-kwon] Gimhae City in Gyeongnam demonstrated its strong capability by achieving the highest award for pledge fulfillment, the SA grade, for two consecutive years in the evaluation of pledge fulfillment and information disclosure of nationwide basic local government heads during the 7th local government term, conducted by the Korea Manifesto Practice Headquarters.
According to the results of the evaluation of pledge fulfillment and information disclosure of nationwide basic local government heads during the 7th local government term announced by the Korea Manifesto Practice Headquarters, the basic local governments that received the SA grade in the province are Gimhae and Changwon.
This evaluation targeted 226 basic local government heads nationwide. From March, the Korea Manifesto Practice Headquarters formed an evaluation team centered on experts and citizen activists to assess pledge fulfillment and homepage information disclosure of cities and counties nationwide.
The evaluation criteria included five indicators: pledge fulfillment completion, 2019 goal achievement, resident communication, web communication pledge consistency, etc. Through first and second evaluations and data verification, the results were classified into five grades (SA, A, B, C, D).
In the pledge fulfillment completion category, Gimhae City showed a fulfillment completion rate of 48.4%, higher than the national local government average of 34.34%, with 78 out of 161 pledges completed or fulfilled, including 22 completed pledges, 56 pledges continuing after fulfillment, 75 pledges progressing normally, and 8 partially progressing pledges.
Additionally, Gimhae formed a citizen pledge evaluation team through open recruitment to self-evaluate and supplement pledges, which was highly praised for eliciting citizen empathy and communication in the resident communication category.
The pledges for the 7th local government term included 161 pledges across four major areas: job economy city, Gaya culture education city, hope welfare city, and eco-friendly future city.
Key pledges included ▲hosting the National Sports Festival ▲designation of a medical and life sciences small research special zone ▲promotion of smart parts sensor industry ▲attracting the National Gaya History and Culture Center ▲establishment of Hwapo Stream Wetland Conservation Management Center ▲creation of a national natural recreation forest and experiential sharing education forest ▲formulation and implementation of comprehensive measures to reduce fine dust ▲construction of a presidential memorial hall ▲construction of the Eastern Dementia Relief Center ▲construction of Jeongyu Passenger Terminal and Sinwol Station ▲urban regeneration New Deal projects, among others.
Mayor Heo Seong-gon of Gimhae stated, "This achievement is the result of close communication with citizens and various empathetic administrative efforts," adding, "We will continue to successfully promote 161 pledge projects to enhance the urban value of Gaya’s royal capital Gimhae and improve the quality of life for our citizens."
