Yeongdeungpo-gu Mayor Chaehyunil Receives Highest Grade (SA) for Two Consecutive Years in 7th Term Pledge Fulfillment Evaluation


[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (Mayor Chae Hyun-il) has achieved the remarkable feat of receiving the highest grade (SA) for two consecutive years in the "National Basic Local Government Heads' Pledge Implementation and Information Disclosure Evaluation" conducted by the Korea Manifesto Practice Headquarters.


The evaluation team from the Manifesto Practice Headquarters conducted a strict and objective assessment of the pledge implementation data disclosed on each local government’s website. The evaluation criteria were based on five major indicators: △Pledge Completion △2019 Goal Achievement △Resident Communication △Web Communication △Pledge Consistency.


The evaluation results were announced by classifying grades from the highest, SA (65 points or above), to A, B, C, and D. Yeongdeungpo-gu received the highest grade, SA, again this year following last year. This achievement reflects the district’s exceptional sense of responsibility in fulfilling its pledge projects, solid basic administration that residents can feel, systematic and substantial administrative services, and relentless efforts to create a living environment where everyone can live well together.


Starting the 7th elected term, the district set five major goals under the vision "Together with Residents! A Better Future, Open Yeongdeungpo": △An Educational City Where Dreams Come True △A Harmoniously Growing Economic City △A Pleasant and Safe Residential City △A Welfare City Where Everyone Lives Well Together △A Democratic City of Communication and Cooperation. Compared to other local governments, Yeongdeungpo-gu established a more detailed and specific total of 62 pledge projects.


Under a clear administrative direction and with a sense of urgency, these pledge projects showed an average progress rate of 63% just 1 year and 6 months into the 7th elected term last year, boasting an achievement rate of over half. Moreover, the number of pledges that achieved their goals accounted for 85.4% of the total pledges.


Five projects, including the long-awaited open Yeongjung-ro pedestrian environment improvement project, which has been a 50-year wish of residents, and the establishment of utilization plans for the Yangpyeong retention basin, were successfully completed.


Pledge projects such as the implementation of a smart food waste treatment and collection system, creation of Yeongdeungpo youth spaces, and establishment of regional Momdun-deun Centers have also been steadily pursued through various communication channels with residents, including town hall meetings and the visiting Yeongdeungpo 1st Street program. These projects continue even after completion and are being expanded further.


In July last year, Yeongdeungpo-gu became the only district among nationwide local governments to win two top awards in the "2019 Manifesto Best Practice Competition" in the categories of "Citizen Participation and Village Autonomy" and "Newsletter and Broadcasting," establishing itself as the district that communicates best with its residents.


Chae Hyun-il, Mayor of Yeongdeungpo-gu, stated, "As a result of steadily implementing pledges since the 7th elected term, tangible outcomes that residents can feel have emerged. We will not be satisfied with this evaluation result and will strive to fully keep our promises to the residents."
