Dongjak-gu Mayor Lee Chang-woo Receives Highest Grade (SA) in Manifesto Pledge Implementation Evaluation


[Asia Economy Reporter Jong-il Park] Dongjak-gu (Mayor Changwoo Lee) announced on the 27th that it received the highest grade (SA) in the ‘2020 National Basic Local Government Heads Pledge Fulfillment and Information Disclosure Evaluation’ hosted by the Korea Manifesto Practice Headquarters.


This evaluation was conducted from January to April by a manifesto evaluation team composed of experts, targeting 226 basic local government heads nationwide. It assessed five areas: ▲pledge fulfillment completion ▲2019 goal achievement ▲resident communication ▲web communication ▲pledge consistency. The evaluation results were classified into five grades from SA to D.


The district received balanced scores in all areas and achieved the highest grade, SA.


Dongjak-gu set the direction of its 7th elected term around five major policy goals: ▲Seoul’s new cultural (tourism) commercial hub city ▲creative experience-centered education innovation city ▲comprehensive welfare city by life cycle ▲balanced development city by living area ▲a village safety city created together with residents. Among 87 pledged projects, it achieved a high fulfillment rate of 62%.


In particular, life-oriented policies such as family life planning services, operation of the welfare bus as a free shuttle bus, daily garbage collection system, children’s water playground, and establishment of a child safety education support system received great responses from residents.


Additionally, the district has been creating a vocational education industry cluster through the nation’s first vocational education special zone designation last year and the opening of the Noryangjin Youth Job Center. It is also carrying out the Bondong and Sadang 4-dong urban regeneration New Deal project, investing a total of 39 billion KRW following selection in a competition hosted by the Ministry of Land, Infrastructure and Transport.


Furthermore, the district has been promoting projects such as the establishment of the Kim Young-sam Public Library and Heukseok-dong Complex Library, the creation of the Jangseungbaegi Comprehensive Administrative Town responsible for Dongjak’s future, and the tourism attraction project around Yongyangbongjeojeong.


In July last year, it achieved a remarkable success by winning the Excellence Award in the super-aged response category of the ‘National Basic Local Government Heads Manifesto Best Practice Competition’ during the 7th elected term.


Under the theme of ‘Dongjak-gu Baby Castle,’ it introduced cases such as ▲starting newlyweds without housing worries ▲healthy pregnancy and happy childbirth ▲increased publicness of childcare! increased safety of parenting!, gaining recognition for the excellence of its pledges.


Moreover, since 2018, the district has been implementing the ‘Dongjak-gu Resident Jury System,’ a new form of local autonomy model where residents hold the final decision-making power and directly evaluate the entire pledge fulfillment process, going beyond simple resident participation.


By directly listening to residents’ voices on overall pledges including annual budget secured, execution amount, and project goal achievement rate, and reflecting them in policies, the district is enhancing trust in administration and communicating together.


Mayor Changwoo Lee of Dongjak-gu said, “The good results are the outcome of efforts to lead district administration through communication with residents,” and added, “We will continue to prioritize residents and evolve one step further in all areas to create a happy change and a livable Dongjak.”
