Following last year's highest rating in the pledge implementation plan evaluation, the pledge fulfillment also achieved the top grade
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Kwon Oh-bong, mayor of Yeosu City, was selected as the local government head who best fulfills campaign promises in the nationwide basic local government heads' pledge implementation evaluation conducted by the Korea Manifesto Practice Headquarters.
Following last year's highest grade (SA) evaluation for nationwide basic local government heads' pledge implementation plans, he received the highest grade for two consecutive years. Yeosu City is the only city in Jeollanam-do to receive this distinction.
This evaluation is especially meaningful as it serves as a mid-term assessment to gauge how well the pledges of the 7th local government term have been substantively promoted and how transparently they have been disclosed to citizens.
The evaluation criteria included five major areas: ▲completion of pledge implementation ▲achievement of 2019 goals ▲resident communication ▲web communication ▲consistency with election pledges. Based on these, local governments nationwide were classified into six grades (SA, A, B, C, D, F). The highest grade, SA, requires a total score of 65 points or higher.
Mayor Kwon’s pledges include 93 items such as the open citizen petition system, relocation of the Romantic Pocha, formation and operation of the Future Development Committee, early development of Gyeongdo and Hwayang districts, construction of Yeosu Municipal Museum, hosting the 2026 Yeosu World Islands Expo, and expansion of free usage hours for public parking lots. Among these highly citizen-experienced pledges, 53 have been completed and 40 are progressing without setbacks.
To share promise projects with citizens, the city holds the ‘Citizen Sympathy Story Forum’ annually, earning recognition for excellence in the ‘2019 goal achievement’ and ‘resident communication’ areas.
The city also received high scores in the ‘web communication’ area by posting and sharing pledge project progress quarterly on the city website and operating channels for opinion collection through the citizen communication room and citizen free opinion room.
Kwon Oh-bong, mayor of Yeosu City, said, “I am pleased to receive the highest grade for two consecutive years in the Manifesto pledge evaluation. It seems my usual philosophy that promises to citizens must be kept has resonated.” He added, “Without complacency, I will continue to communicate ceaselessly with citizens for a better future of Yeosu.”
The Korea Manifesto Practice Headquarters conducted the evaluation based on publicly available data on the websites of 226 local governments nationwide, with a manifesto evaluation team of about 100 experts working for three months from March.
