[Asia Economy Reporter Kim Hyo-jin] On the 26th, the Financial Services Commission (FSC) held the '8th Proactive Administration Support Committee of 2020' and announced that it would significantly strengthen incentives for outstanding proactive administration employees.
Proactive administration refers to actions taken to creatively handle tasks to realize public interest, such as improving unreasonable regulations. The chairperson of the Proactive Administration Support Committee is Son Byung-doo, the Vice Chairman of the FSC.
The FSC will first expand the number of outstanding proactive administration public officials selected from 6 last year to 12 this year.
In the selection process, the FSC plans to expand public participation through internal and external contests (citizen recommendations) and strengthen evaluations such as public perception during the review.
The FSC intends to provide incentives such as special promotions, special salary increases, top performance grade (S), and priority selection for long-term education and training to 50% of the selected personnel.
Additionally, a new department-level award will be established for departments that create excellent cases through collaboration.
Accordingly, the FSC plans to select 6 outstanding public officials in the first half of the year.
To collect public opinions and promote policies during the proactive administration process, the FSC recently established the 'FSC Proactive Administration Monitoring Team.'
The monitoring team consists of 19 policy customers and citizens, including FSC supporters, field messengers, and related institution associations.
The FSC plans to strengthen the role of the Proactive Administration Support Committee to activate deliberations on major pending tasks, pre-consultations, and the use of exemption systems, while also establishing a 'Minister's Proactive Administration (tentative name)' channel to allow employees to anonymously propose organizational culture improvement ideas directly to the head of the institution.
