[Asia Economy (Daejeon) Reporter Jeong Il-woong] The employment opportunities for local talent in the Chungcheong region at public institutions are expanding. This comes as the partial amendment to the "Special Act on the Creation and Development of Innovation Cities" (hereinafter referred to as the Innovation City Act) and its enforcement ordinance will take effect from the 27th of this month.
According to local governments in Daejeon, Sejong, Chungnam, and Chungbuk on the 26th, due to the enforcement of the amended Innovation City Act, from the 27th, the number of public institutions required to hire local talent from the Chungcheong region will be 51, including 17 in Daejeon, 20 in Sejong, 11 in Chungbuk, and 3 in Chungnam.
Originally, before the Innovation City Act was enforced (in 2005), public institutions relocated from the metropolitan area to local regions were required to hire 30% of their new recruits as local talent. The public institutions subject to this were 31 in total, including 19 in Sejong, 2 in Chungnam, and 10 in Chungbuk.
The amendment added 20 public institutions as mandatory local talent hiring institutions, including 17 in Daejeon and one each in Sejong, Chungnam, and Chungbuk, while expanding the hiring scope to the broader Chungcheong region.
Accordingly, the existing 31 institutions must hire local talent at rates of 24% this year, 27% next year, and 30% from 2022 onward. The newly added 20 institutions will gradually increase their local talent hiring ratios to 18% this year, 21% next year, 24% in 2022, 27% in 2023, and 30% from 2024 onward.
Eligibility for local talent is granted when applicants graduate (final academic qualification) from a high school or university located in the Chungcheong region, regardless of their place of origin.
For example, in mandatory local talent hiring, applicants for open recruitment who graduated from a local high school qualify if they graduated from a high school in the region, and university graduates qualify if they graduated from a university in the region.
Additionally, if someone graduated from high school in the region but attended and graduated from university elsewhere, they do not qualify. Conversely, if someone graduated from high school elsewhere but graduated from a university located in the Chungcheong region, they are included as local talent.
A Chungnam provincial official stated, “According to the amended law, the 51 public institutions in the Chungcheong region must select 30% of their regular employees (18% for new applications this year) from local talent in the Chungcheong region. This will greatly broaden the employment opportunities for Chungcheong youth at public institutions.”
