Haenam-gun Receives 'Top Grade' in Manifesto Evaluation for Two Consecutive Years

[Asia Economy Honam Reporting Headquarters Reporter Kim Hyun] Haenam-gun, Jeollanam-do announced on the 26th that it received the highest grade (SA) for two consecutive years in the evaluation of the fulfillment and information disclosure of election pledges by local government heads nationwide during the 7th local government term, hosted by the Korea Manifesto Practice Headquarters.


In particular, this evaluation is a mid-term assessment of the election pledges of local government heads during the 7th local government term and sets the direction for the second half of the term. Haenam-gun’s acquisition of the highest grade has attracted attention as a recognition of its leadership in systematic pledge fulfillment during the 7th local government term.


The Manifesto evaluation comprehensively assesses the philosophy and vision of the pledge implementation plan disclosed to enhance the effectiveness and feasibility of election pledges, the annual implementation roadmap, and financial plans, targeting 226 cities, counties, and districts nationwide.


The evaluation criteria include five indicators: pledge fulfillment completion area (100 points), 2019 target achievement area (100 points), resident communication area (100 points), web communication area (Pass/Fail), and pledge consistency area (Pass/Fail). Through first-stage evaluation and manifesto data verification, the evaluation is conducted on five grades (SA, A, B, C, D), with a total score of 65 points or higher selected as SA grade.


Since the inauguration of Mayor Myeong Hyun-gwan, Haenam-gun has established 65 pledges under five major strategies with the vision of “Shining Land’s End, Haenam Running Again” for the 7th local government term, and is doing its best to achieve the pledge goals by checking and analyzing the quarterly progress.


Approaching the 2nd anniversary of the 7th local government term, Haenam-gun has completed 33 out of 65 detailed pledges, showing a pledge completion rate of over 50%, accelerating the fulfillment of promises made to residents.


This pledge achievement rate is significantly higher compared to the national average of 34% and Jeollanam-do’s 28%, establishing Haenam-gun as the most exemplary local government in pledge fulfillment during the 7th local government term.


Additionally, Haenam-gun has received favorable evaluations for publicly disclosing the pledge progress so that residents can easily understand it, thereby increasing public consensus, and for enhancing the objectivity and fairness of pledge implementation through the operation of a citizen evaluation group directly participating in the pledge fulfillment process.


Mayor Myeong Hyun-gwan stated, “I believe that our full efforts across all areas of county administration to keep promises with residents during the 7th local government term have resulted in receiving the highest grade for two consecutive years. We will continue to strive to fulfill all promises to residents and become the most exemplary local government in pledge fulfillment during the 7th local government term.”
