[Asia Economy Reporter Lee Chun-hee] With the designation of the Bucheon Daejang New Town district completed, the final puzzle of the 3rd phase new towns has been put in place. The government plans to prepare the district plans for the 3rd phase new towns within this year and start recruiting residents as early as next year through the pre-subscription system.
The Ministry of Land, Infrastructure and Transport announced on the 25th that it will officially designate the Bucheon Daejang New Town (20,000 households) as a public housing district under the "Supply Plan for 300,000 Households in the Seoul Metropolitan Area" on the 27th. With this, the designation of all five 3rd phase new towns has been completed, following Namyangju Wangsuk (60,600 households), Hanam Gyosan (32,000 households), Incheon Gyeyang (17,000 households) in October last year, and Goyang Changneung (38,000 households) in March this year. So far, a total of 22 districts with 240,000 households have been designated under the 300,000 household supply plan.
The designation of the Bucheon Daejang district as a public housing district comes about a year after preliminary consultations with related agencies such as the Ministry of National Defense and the Ministry of Agriculture and Forestry, as well as public viewing by residents, which began in April last year. The Ministry of Land plans to develop the 3.43 million square meters area around Daejang-dong, Bucheon City, into an eco-friendly self-sufficient city with convenient transportation by establishing a metropolitan transportation system centered on a super-BRT and creating a corporate belt linked with Incheon Gyeyang New Town and Seoul Magok District.
Among the other four districts, three that were designated last year have prepared their basic urban plans as of March and will establish district plans within this year. Goyang Changneung and Bucheon Daejang will hold international design competitions in the first half of the year to create their basic urban plans.
For current residents and landowners, land compensation procedures will be carried out within this year, focusing on areas where consultations with residents have been completed. Additionally, based on opinions gathered from several resident meetings, a "Resident Resettlement Support Plan" will be prepared and announced.
On the 21st, the Ministry of Land finalized and announced the metropolitan transportation improvement measures for Hanam Gyosan and Gwacheon districts, accelerating the completion of the supply plan for 300,000 households in the Seoul metropolitan area. The ministry aims to enable commuting to downtown Seoul within 30 minutes through transportation measures established for the 3rd phase new towns. Currently, four of the 3rd phase new towns, excluding Hanam Gyosan, plan to finalize metropolitan transportation improvement measures within this year after review by the Metropolitan Area Wide-area Transportation Committee.
The 3rd phase new towns will introduce a pre-subscription system. This system allows some units to be subscribed to 1 to 2 years before the main subscription. Pre-subscription winners are guaranteed to win if they maintain eligibility until the main subscription, allowing them to plan their move into new apartments in advance. Accordingly, resident recruitment is planned to begin as early as the end of next year.
Along with this, the ministry announced that after designating the Ansan Singil 2 district (5,600 households, 760,000 square meters) on the 20th, it plans to designate the Gwangmyeong Hag-on district (4,600 households, 680,000 square meters) on the 27th.
Kim Gyu-cheol, head of the Ministry of Land’s Public Housing Promotion Team, said, "With the designation procedures for the five 3rd phase new towns completed, we will proceed smoothly with follow-up procedures such as district plan establishment and land compensation, and start recruiting residents from next year." He added, "Along with speedy project promotion, we will continue communication with original residents and prepare support measures to ensure their resettlement and fair compensation."
