[Asia Economy Reporter Kwon Jae-hee] New York State, which has been the hardest hit by the novel coronavirus disease (COVID-19) in the United States, is expanding its easing of restrictions.


According to the New York Times (NYT) on the 23rd (local time), New York Governor Andrew Cuomo announced in an executive order issued the previous night that gatherings of up to 10 people would be allowed.


Governor Cuomo explained that legal gatherings of up to 10 people are permitted for any purpose or reason. However, 'social distancing' will continue to be enforced.


This announcement by Governor Cuomo came after the New York Civil Liberties Union (NYCLU) filed a lawsuit on the 22nd on behalf of a woman who was arrested while protesting in front of New York City Hall against the state's 'shutdown'.


Kristin Dunn, an attorney for the NYCLU, stated, "We welcome Governor Cuomo's announcement."


Previously, New York State began Phase 1 economic normalization in 10 regions classified by the state, including the Finger Lakes, Mohawk Valley, Southern Tier, North County, Central New York, Western New York (which includes Niagara Falls), and the state capital Albany.


Phase 1 normalization was allowed in regions that met seven conditions set by New York State, including hospitalization rates, permitting construction, agriculture, forestry, fishing, hunting, manufacturing, wholesale trade, and retail (such as 'pickup' or street vending).


However, New York City, which has been the most severely affected by COVID-19 within New York State, was not included in the Phase 1 economic normalization target.
